I agree this is a different set of events though, when you agree to provide security services to the Govt, for national security reasons, I want them to be sure of the certificates, as I am sure do you. When you sell even software to the government, say for an access control system. The prime codes for the software are held in escrow, for security reasons. As for codes to back doors, I do not think the US Gov, has changed that much, but in the past you could never sell security codes or any type of encryption out side the US, unless the Govt. could "handle" it.
