Mexico Oil Theft Just Keeps Getting Worse

If Mexico has anything to count on for it's Oil business goals it needs to get a handle on this. Fuel theft, extortion, even kidnapping are worrying the international money men that Mexico is trying to bring into invest in the Country. So far about the only business doing well from this Mexican gambit is the Kidnap and Ransom Insurance business, they are opening offices and new contracts on a daily basis. Next expect the bodyguard or Executive Protection business to have an uptick, what a lot of new clients for Kidnapping or K&R insurance, is that it comes with requirements for higher levels of security. If not they can often not get the insurance, or find with out the extra protection the insurance is void.

The Investigator - Digital Online Magazine

This is a magazine on investigations out of England, many back issues are free, to get an idea of where they are going with this. It is a great way to see other countries investigative techniques, as well as some very new techniques before they end up in some book, that will sit on a shelf. I first got on tho them when I was studying some of their Cognitive Interviewing techniques. Well used in the US as well, but really put in play in England after they had their version of the Miranda rules incorporated. The reason I liked it is that it relies more on a non authoritarian method, that once you leave a Government agency you lose that ability to threaten the individual with immediate Jail, a strong force for getting information. As a Private Interviewing Consultant, you need other tactics to get information. I was studying CBT Cognitive Behavioral Therapy, sort of the leading edge at the time, sort of Freudian on meditation style.therapy. I was doing it to advance my own interviewing capabilities. This magazine has much more that that to include a lot of new forensic methods and tools.

“Safe City” Mexico City - i-HLS

It is, or was, perhaps a bit of both a project that like many has had a problem with keeping high technology systems maintained and operational. For study it is a great project bringing in some of the most state of the art security systems, and working out integration issues. The numbers stated are a bit suspect since homicide closure rates are still in the 2% range. But any improvement is a big plus. If ever a city or country could use a study even a country wide adaptation of a CPTED program, Crime Prevention Through Environmental Design Mexico and Mexico City could. The program stresses the use of low or maintenance free security design, using only active controls like lights or cctv when really required. It also stresses the active control and oversight by the Citizens using the space. Which is what most science of security folks consider crucial for any lasting crime reduction.

Axis Goes Out With a Whimper (Q1 2015 Financials)

As the cctv vendors continue their shake out of the buying sprees, look for more fire sale mergers or buy outs, the victims will be a lot of end users with warranty and planned upgrade issues. Clients need help with protection planning going forward. Axis played the game correctly, staying with an open architecture, working with virtually all vendors. Which also opened them up for Chinese made equipment replacement, even design work done with axis in mind, was subjected to lower bid Chinese equipment. A lot of vendor's have seen the writing on the wall, and use a lot of Chinese equipment with their names on it. Keeps prices down but they loose much of the quality control, and are at the whim of Chinese espionage attempts. Buyer beware is taking on some real new issues these days.

Secret Service arrests eight members of Atlanta-based organized fraud ring | Government Security...

When I first started in the U.S. Secret Service, counterfeiting was a big deal in the Social Security Business, moving from the days of just stealing Social Security checks from mailboxes. During my time in, I had to spend my own time and money to go to LEAA computer security courses, at that time the only Government sponsored computer security courses available. As I was preparing to leave years later, my last positive case (positive is when you put espionage devices in, ,most of my time was spent in counter espionage) was in old style cash printing counterfeiting, but most of the forward cases were computer related. As I started in private practice, I spent a lot of time going around the world giving computer security lectures for big name computer companies, most gone by now. But more and more of the attendees were Government Agencies getting ramped up. Because of the high level countermeasures for espionage in the USSS, I had by now been to a lot of computer training paid for by the Government now, to include lots of time both training and working with the National Security Agency (NSA) who were and still are the world leaders in both conducting and stopping computer espionage. We were light years at that time ahead of the world in both sides of the issues, perhaps not so much anymore, but I would not count on it. In criminal issues, the FBI and the USSS, both divided up the computer crime pie which both knew would be big budget issues coming up. The USSS got the financial crime dealing with government funds to include everything from food stamps to Social Security payments direct deposit. Expect to see a lot more action by the U.S Secret Service on these issues.

2 U.S. agencies warn on imminent ISIS attack

Back in the late 80's we used to warn companies and people that an IT attack was imminent in the US , we were accused of crying wolf, and after a while ignored. Turned out the attacks happened and were happening, not many understood them. My fear is we will be accused of crying wolf on a terrorist attack on the US, when it is happening, our professional law enforcement agencies are catching them so far. But we need all of you to be the eyes and ears for us, one of you and it only takes one, could be the one that gives information into catching the next attack. We have so many veterans that are very familiar with how jihad followers act and react, please use those skills as you walk through your life, to protect us all.

White House: - CNN.com

Before anyone starts to throw stones, this is a very hard to understand issue. Perhaps we should have known if Hostages had been there before the Drone strike, but that is one of the advantages of Drone strikes, we do not have to put a lot of human resources at risk. This is also the biggest disadvantage of Drone strikes, we do not have all the facts of what is going on, on the ground. This no or limited risk policy of sending in Drones, or even air strikes from manned aircraft, has always had consequences. Some of our deaths recorded as friendly fire, have always included people killed in bombings, it has happen from the beginning of bombing wars. And will always continue I am sure.

Drone 'containing radiation' lands on roof of Japanese PM's office

We need to make sure we do not over react to this threat. It is a real possibility, but not a probability and the Lone Wolf or as the FBI directors calls them lone rat's with a hand gun is far more dangerous. It could be an issue that could concern the average citizen, but any local Hazmat team can deal with this safely. If you told me it was a biological weapon, or even a chemical weapon, I would be a bit more worried. But I bet they get a lot of press out of this, in reality a little medical waste could be sprinkled or dripped on this drone and that would give you the readings they are getting. The dust on my clothes from a walk through a Russian nuclear storage facility, had a lot more readings than this would give you. I actually brought back a green twig about 4 inches long from a town near Chernobyl that we use for years to make sure our radiation detectors where working that had this level of reading. Please do not over react, by the way the small twig was thrown out before a visit by the FBI director at the time to our offices for a function.

Why you are not getting hired? A recruiter’s perspective

There is some great advice here, I do not agree with all of it, but this Lady hires a lot more than I do, so I would listen to her. Professional and Polite are I think her two biggest points, and are the mistakes I see the most. If people knew how many recruiters looked at a non professional photo can went to the next picture they would spend some time on getting it right. When I teach this part of a class, I hearken back to the old Mission Impossible TV series, as the guy flips through the photos. and throws some out and picks others. It really is that fast sometimes, I watched on recruiter go through a list of folks on linked in, he tagged all the ones he liked the photo of to go back and look at again, the rest just went away. Do not get thrown out on the first pass.

Woman Carjacked in Driveway

You may not win every time, but with a little work you can get the number very high that you will not be carjacked or kidnapped. Part of the advice is to give a description of the attacker, or attackers. One get safe is your first priority, getting distance from the problem, by even a few feet can keep you a lot safer. Staring at a guy like you are trying to get a description may set them off. Get safe first, then look. What really helps is get your husband or other males to stand by your car. Saying a guy is tall, is not all that much help, much better is he looked to be the same height as my boyfriend or son what ever. allows us all to get a better idea of the real height. Weight is the same, look at some people you know the weight of near your car, and get an idea of what weight the person is. The rest of the description is pretty much the same, as you glance at them as you are moving away, does he look like someone you know. We are not looking at a confession here, what is helpful is for you to say, the guy looked like an old boy friend, or the guy on KRGV that does the weather on Sunday. That gives everyone an idea of what the guy looks like, then you can add difference like he had longer sideburns, anything that allows police to get a better idea of what the guy looked like. The key is to stay away from perceptions that could be different to everyone. Everyone looks tall to me I am short, everyone looks thinner to me, I am fat. But if you say it looks like that crazy fat consultant Rich Roth, but had hair, or something else that was different, then anyone can really get an idea of what the guy looked like. Now if they have a vehicle, do the same a brown SUV could be a lot of cars, but an SUV like my Uncle Mikes, just older, takes away the perception problem a lot, we can look at the record and see what Uncle Mike's car was, then work on the differences, like this one had bigger wheels or was crumpled in the front end. See how it works. Now last thing, practice, when you see someone describe him to yourself, out loud actual helps, or in to a recording app on your phone. When you get used to describing people and cars, you will find that you can do it a lot easier, when something happens and our minds and emotions are all over the place. Plus the added advantage is that most of the time these folks don't just cross the street to hurt you or take your car, they spend some time watching to make sure you are an easy target. Don't be the easy target, I have interviewed attackers from purse snatchers, to full out killers, and they all took a little time, and often a lot of time watching their victims. If you are practicing, you may well notice the person long before they attack, or even seconds before they attack. In the majority of cases, the attacker will pick another target, one that is not paying enough attention. Hope this helps, be safe out there, you keeping an eye on me, makes me safer, and I will sure and keep an eye out for your safety as well.

Mexican border town scoffs at report of Islamic State terror cell in its midst

This report was questioned from the beginning by most folks on the border. I was told Breitbart was going to get behind it, I think they are very lucky they did not. When Fox backed off it twice, it was not looking good. Some of the real border security types looked at it, it lost all backing, then the real experts at Breitbart came to the table with eye witnesses, then this report shows up with video in the Dallas News. Reputation is tough enough with the bad information provided by the Mexico Government and the bad info provided by the cartels. Most reporters are reporting from this side of the border, with twitter and email reports coming out with sometimes cell phone traffic. Judicial Watch needs to watch its reputation losing it on border issues, will not help its credibility in going after the problems in the US Government, which is their real strength.

This is being done while another Federal Police task force is working along the border, recovering mass graves of people killed by the cartels. Even more problematic is that Mexico is trying to attract Foreign Investors to help with oil production.

Op-Ed: Texas Must Protect Our Grid Against Attack -- The Feds Won't

There is a substantial problem with the US power grid and the problem is only getting worse. The Chinese have built mock power systems to test how they can attack our systems. By the way they have built water treatment systems to train on how to attack them also. The attacks last year in California with simple rifles scared the Power folks in California to start working on their grids. Texas has to do the same, the same type of virus that brought down the Iran nuclear treatment centers would work well on our systems. The key to really dropping a power grid is understanding the central points of it. Actually at this time, a rifle attack could get it done, they would have to know the key points thou. If the main transformers very brittle ceramic insulators are hit, they short out the systems, and the transformers have to be taken out. If they add one shot to base of the transformers the will leak oil, and destroy them for all time. A 22 cal rifle can take out the insulators from a good distance, but to breach the transformers to leak will take a lot higher caliber rifle. Unfortunately if you put the cyber attack and the physical attacks together the results can be devastating.

8 GB USB Spy Voice Recorder

Be on the look out for this device, it looks and acts just like any flash storage device, but records both while inserted in a computer drive and out. I can remember when being able to detect a running tape recorder was critical for corporate board meetings. Now cell phones, mp-3 players all can record audio. The real danger of this device is with the internal memory and battery a spy can leave this in your home, office or car and it will record for 50 hours. Meaning the spy can drop this anywhere and then come back to pick it up. Once started, in a few seconds it goes virtually dead, no lights or any other signs that it is active. With out knowing what it is, I can see people holding it for the spy to give them back the flash drive they forgot in your office. Back in the 70's the Soviets made a device like this,(they also had one that was a transmitter) that was in a D cell battery. They would have someone drop it in the trash in an office or twice cars, and the device would stay active, till someone either retrieved it or it was thrown out with the trash. If you take a very close look at this, the only thing out of place is a very small button on the side. Other than that it could be a flash drive anyone is carrying on them at any time. On the positive side, for 39 dollars you have a long play voice recorder, for those meetings and seminars you are going to. I have seen students buying them up for classes they either go to, or go into the room and drop the device to pick it up later. Which by the way is very illegal, but if you stay in the room in many States it is legal. I have seen reporters using them as back up recorder for interviews. I allow recorders in classes I teach, but some do not, and I can see this device being used to insure a student gets the most out of a class they attend.

A Moat Around The White House? Document Shows Federal Plans For Increased Security

I do not think they have a problem, there is a perception that security is weak, but it is just a perception. The security systems are, or should be more than enough to detect anyone that jumped the fence. After that is is more a procedures and training issue. I am a bit biased, but this guy in the picture looks like a security guard, no hat, no security presence. If you do not look capable, it is had for folks to think you are. The Uniform Division of the US Secret Service, used to pick the best of the best from candidates from all over the US. I am not sure if that is true anymore, but I would hope it is. It is bad enough that the roads in front and back of the White House are blocked to Vehicle traffic. No fence according to the tests done by the Army Corps of Engineers that had been testing for the Nuclear site's around the US, can hold off a determined attacker, for more than 30 seconds, even two sets of fences have not proved a real deterrent. I would hope the US Secret Service is a little better at changing the perception, and getting back on top.

As much as folks want to play at saying the Reynosa Matamoros areas are safe, let me point out the US State Department is adverse to saying anything bad about any country, and Mexico is a key economic partner, so if any negative things are said about Mexico you can believe it is true. Tamaulipas: Matamoros, Nuevo Laredo, Reynosa, and Tampico are major cities in Tamaulipas. Defer all non-essential travel to the state of Tamaulipas. Throughout the state violent crime, including homicide, armed robbery, carjacking, kidnapping, extortion, and sexual assault, pose significant safety risks. State and municipal law enforcement capacity is limited to nonexistent

Hacking Vulnerable Medical Equipment Puts Millions at Risk - InformationWeek

This threat has been in novels and tv shows for years, but now is being exploited for both monetary gain and possible terrorism threats. The warnings have been out there for years, but hospitals and medical device manufacturing, have done nothing. Now we need to take action. That a device your surgeon puts in your body can be hacked and used to kill you while out to dinner, is just not acceptable. That medical devices used in hospitals, can be hacked, and then used to change medical data, like prescriptions is also just not acceptable. Changes need to be made now.

Lawyer: Accused jihadist only claimed to support Islamic State to seduce women

If true, this would harken back to the time when every Hispanic that could, would insinuate that they were part of Carlos the Jackal terrorist ring. Before that was the scrungy college types that claimed to be part of the Weather Underground group. All to add mystery, and thus to gain the attention of the ladies looking for those bad boys. Once again if true, I guess even the ISIS group has its groupies.

Hidden Cameras Catch Airport Employees Stealing Your Stuff - Freedom Outpost

This has always been a problem, and yes TSA has its share of problems. CTI has installed hidden cameras to support both Airport and Airline investigations. Twice we have put undercover staff to bring problems to an end. In one case the airline handlers would position baggage carts, ,to hide from not hidden cctv cameras. Our hidden cameras picked out the thefts, with the handlers crouching down behind baggage carts, to hide from the airport cctv system.

A protester stormed the podium and glitter-bombed Mario Draghi at an ECB press conference

This is the new pie in the face, attack on your protectee, mainly an embarrassing issue, for the client and the protection team. But you have to handle it like a real attack. This is when you may wish you had that bullet resistant rain coat draped over the arm of the nearest protection team member that can move to the client using the raincoat to block the attack as you move them away.

MIA Eyed As National Model For Tighter Internal Security

Miami, has been in the forefront of security to cover the insider threat, but they also had a problem that they needed to address. As anyone dealing with nuclear security can tell you, they have never fully solved the insider threat at heavily secured Nuclear sites, so to think it can be solved for an Airport, which is larger than many small cities is not in the cards. The amount of money and operational problems associated with getting to the security level of Miami, may well not be worth it,for Miami, let alone other airports.

All-clear given after security breach incident at Metro Airport

This can happen at almost any airport, but the chance that a terrorist would be waiting to take advantage of an opportunity like this is not a plan that anyone could develop. Terrorism is like a business, and waiting for hour's, perhaps days for this opportunity to present itself is not good business. Yes, there needs to be ramifications for the problem, so that it is very difficult for it to happen, but we do not need nor want an overreaction,

Good security services

Good article and it raises some great points for guard companies as well as the clients that hire them. In expert witness work it often hinges on the quality of the guards, and their training, address the points here and you will be ahead of the game.

All of Mexico should gain hope from the somewhat modest gains in Ciudad Juarez. The gains maybe modest but the fact it has turned the corner and moving in the right direction is amazing. CBP Mismanaged Its Cargo Screening Equipment Maintenance Contracts

Now this should raise concerns, if not maintained correctly, it leads to a false sense of security, which is actually more dangerous than no security at times. No security means we need to keep an eye on the cargo, a false sense of security, means we think everything has been checked and does not need to be watched as closely.

Exclusive: TSA 'Behavior Detection' Program Targeting Illegal Immigrants, Not Terrorists - The...

This report is actually very accurate, but the conclusion is wrong, the system is doing the right things, there's just not that many terrorists out there. It is also accurate in pointing to a lot of ICE influence on the program, ICE, is by far the best Agency in picking out suspect behavior, and as SPOT evolved, the program moved off the original Israel based program, which really could not be used in the way Israel does, because of the constitutional rights here in the US, ,and it should be pointed out the Israel program picks up very few terrorists either. It does pick up a lot of immigration violations like the US program. As an aside, the TSA program does find a lot of the TSA testing team's trying to get through screening with weapons, I am told that the SPOT program actually finds more of these TSA testers than the screeners do. The program does need to be changed, but more in how it is used than how the suspects are developed. TSA needs to use it more as a way to alert screeners to passengers that should be looked at harder, not to make arrests based on the program alone.
