License plate reader helped trooper catch WDBJ shooting suspect

ALPR technology has been in use for some time now, and is not without controversy when it comes to privacy issues. In the case of the Moneta shooting, however, the technology was the difference when it came to capturing the suspect. The reader is scanning all the license plates that come into range, but only notifies the state trooper when a hit is registered.

Live gun fire on WDBJ 7 in Roanoke Virginia

The youtube is back up, at full speed it is hard to see it all, but go to settings and bring the speed down to .25 and the shooter is seen quite well. He is coming up from behind the camera man, and starts shooting as he gets close. There is really nothing else to see, and if he had not shown himself at all, perhaps nothing for the two reporters to react to. The only person with any chance of seeing him, is the subject of the interview. CTI has captured the video in-case youtube pulls it again.

For a class case analysis, this has a number of points we need to discuss when it comes back on line somewhere. Disgruntled workers, if as reported this is, can always be a threat, but there is not a single point of analysis that you can point to and say this one is going bad. But if you study the issue, there are points to look at that may let you paint a risk analysis showing a higher threat. One of the first is they state they are unhappy about something. It is like when I take students thru the points of a bomb threat, actually any threat. Normally there is no one statement or action that tips the scale to believe the threat, it is a number of things, that bring you to that conclusion. It is the same here, there may have been a number of points if analysed together may have pointed to the actions taken by this individual. If you are a fellow employee, tell management your concerns, if your are management, take in all the management, and if you need help in doing the risk analysis get hold of a reputable security consultant, or if you do not know one, call the Police. Most of the time the Police, have either little they can do, or they have a duty to react, that indeed be an over reaction, that they can not control. But right now every business out there should be reviewing how they handle disgruntled employee's. Dust off your plan and make sure it is workable.

Authorities raid home of Valluco gang members after alleged kidnapping

First good job by Law Enforcement, I do not know anything about the "Home Invasion, Kidnapping and Extortion group" but as a citizen of the valley I am glad they are around. Good moves and thanks to the Judge that issued the warrant. I think all families in the valley should take a look at what has happen, and remember that reporting to the Police is the best chance of getting your loved one's back and protecting the rest of the family. Many families in the valley have relatives and or friends of friends that maybe part some drug or drug related business. You still need to report and report quickly when you see something that could effect the safety of your family. More mistakes have been made by drug associated criminals hitting the wrong homes, and hurting the people found there. Add to this the times a person under the control of a drug associated criminal, just gives them any address to stop their own torture or pain, or to redirect the bad guys from their homes and families. Innocent victims just multiply as we let this typ of activity happen in the USA. Lastly, I am not sure what the legal ramifications are, but it is disturbing that apparently the charges where amended from "to what turned out to be a drug deal gone bad instead of a kidnapping, said San Juan police spokesperson Sgt. Rolando Garcia" Look at what kidnapping is legally and then explain (I am not a lawyer) what would have changed this crime to a drug deal gone bad, which I am pretty sure is not in the FBI crime reporting format, from a kidnapping. Drug on Drug crime is still a crime, and innocents are often effected as well, or are caught in the crossfire of both bullets and events going on. If it is being used to help keep crime stats down, that is a wrong that the citizens of the valley need to know about.

Two dead in NYC shooting

The Security Guard at the Screening checkpoint of the building was killed immediately, this is not the first time, at the Holocaust Museum in DC the Security Guard was killed at the onset of the attack. Both instances older men where the attackers. Two points, security awareness needs to include everyone, older white male attackers are not a high percentage, but are attackers. The second point is even armed, which the guard was at the Holocaust Museum, the first line of defense is vulnerable to instant unprovoked attacks, be aware, and remember going for your own gun in these situations may not be your most effective move, go after the shooter in most cases, disrupt the shot. The story is still unfolding but try and shut down access past screening to keep the shooter in the lobby area, in this case the elevators may have been or could have been turned off, to limit the shooters access to the building. In the second but unsuccessful NY attack on the tunnels and the federal building housing the FBI, the game plan was to shoot the security guard protecting access to the underground garage, and drive in. Even a policeman at these locations are vulnerable, when an unprovoked shooter walks up an immediately shoots. It is hard to keep your security awareness up all the time, but we need to try, it is often our first line of defense.

There is always this belief that there is a technology silver bullet that will solve all screening problems. So far, and I doubt you ever will see, no silver bullet exists. Just like I can beat a walk through magnetometer, or a metal detector, you can beat a whole body imagery. Not to mention the checked and carry on baggage scanners. Even with all these working 100 percent, it is still possible, and actually probable that a person can make the same weapons you checked them for, like knives and hatchets, even guns with what they can find either in a terminal, or actually on the plane. Take a Prisoner let out of jail, screen him or her 100%, then I can guarantee you from the door into the plane to the restroom in the back, they will have a very effective knife or shank available to them.

McAllen police chief: Updating radio system could cost millions

Encryption is very much needed for Police communications everywhere but here in the valley with the technology the Cartels have been using it is critical. There are apps we all can use on our smart phones that allow anyone to listen in to Police Radio traffic, almost anywhere in the valley. We all need to be concerned, bad guys can use radio traffic to warn them of police response, or to set up attacks on responding officers. The RFP for buying new communications really needs to be a very well drafted document. We are in a era of many communications changes, and it can be difficult to stay on the leading edge and not the bleeding edge. The bleeding edge is that area where untested technology features are, that often turn out to be bad investments or worse, problems that need to be removed at some cost.

Mexico gunmen attack Navy helicopter in Tamaulipas - BBC News

This is a bit new for the Cartels, RPG's against other Cartels Vehicles and even Police and Military vehicles have been going on for years, now at Helicopters, and with regular gunfire as well. gun fire did not bring down the black-hawk in a crash, but it could not fly anymore. The military is going to have to change it's tactical use of the Helo as well, since the normal hovering and intimidation model will not work with people firing at it, even with AK rifle fire, let alone the Barret 50 cal rifles that seem to be found all over Mexico now days. Now the RPG, and it is believed they have access to SA's as well. Perhaps even 18's.

Bangkok shrine explosion kills 18, including tourists - CNN.com

Information is still coming in, but the bomb was not all that big, but it did go off in a crowded area near a Hindu Shrine. There have been reports of other bombs in the area, but so far nothing has shown up. A number of garbage bags on the side of the road had been considered suspect, but later had been cleared. It goes to show that keeping areas cleaned up is critical, when an area is under threat, anything can look suspicious. If you watch the bomb go off the flame around the explosion is rapidly extinguished, but there are secondary fires.

Cartel boss and right hand man arrested by Tamaulipas state police

Excellent Police work, you often do not see the bad guy himself, but his bodyguards do often stand out. Actually anytime you have multiple vehicles moving in tandem, it should cause an alert, that citizens as well as Police should be aware of. Even if you do not see weapons both bodyguards and attack teams are often noticeable by the multiple vehicles moving together. If this type of activity is reported more here in the valley, a number of attacks could have been stopped before they started. 5 vehicles where used in a car jacking in Palm View a few months of so ago, that type of coordination take time, and probably should have been noticed by someone, to include the victim, if he had be watching out for it. Remember multiple vehicles moving together should be considered suspicious, and reported. If it is nothing, the Police can quickly determine it, with out any bad situations developing. Executive Protection teams or Bodyguards are always on the lookout for this type of situation, but anyone that knows their area should recognize an attack team either getting ready to hit someone, or practicing prior to attacking. Report it, that is our best way of preventing it.

Appeals Court Revives Neiman Marcus Data Breach Suit

This is a key ruling on cyber security, the burden of proving a loss has been lowered, and this Neiman Marcus Data Breach Suit, was revived as can many others, but more importantly with the loss burden being lowered to filling out forms and ordering new credit cards virtually every suit may have merit. Arrest made in June carjacking

Good work by the Police and Sheriff's departments on this. As it turns out this guy has been in multiple attacks using more than one vehicle during the attack. This normally requires some planning and or training to carry this off. There was another 5 Vehilce attack/carjacking/kidnapping in the Palmview area in the same general vicenity of the county. These are most likely the work of some folks doing training in this type of stop or attack, either here in the Mission area, or across the border. A Zetta based training facility was reported at a ranch above Mission a few years ago, I would be looking for another similar training facilitiey. The Police and Sheriff;s need to train their staff to notice multiple attack teams of vehicles as they travel and even do practice runs. They usually stand out like a sore thumb if you know what you are looking for. Citzens also need to keep an eye out for multiple vehicles working in tandum, and report it.

Islamic State Planned to Assassinate Queen Elizabeth in Massive Bomb Attack on Ceremony Next...

Working around explosive device attacks are very dangerous, like the USSS the Brits have both Military and Civilian trained specialists to work the devices, but finding them for smaller EP teams can be a real problem. If the risk is high enough get the Protectee out of the situation, other wise you need to understand the basics of an explosive blast and adapt your search and security to the task. You can not draw and shoot your way out of this situation. Good intel and good advance work are key. The rest is having everyone on the team being trained on what a device of what size can do, and how can they set it off to accomplish the task. If they are going to hit a specific target, trip wires and motion sensors will hit bodyguards and other staff. Timers are possible for larger bombs, but them the bomb is easier to find. Remote eyes on detonation is their best hope, if a large bomb it will usually be at a motorcade. If smaller, usually at the motorcade as it is arriving or departing. Some where where the bad guys can see the target. When they can see the target is part of what you need to keep in the back of your mind. CCTV either co-opted surveillance camera or their own installed cameras will work. Watching TV feeds usually will not, to much time delay. Just some ideas, hope they help, remember trash receptacles are the number one hiding place, nothing suspect about dropping things in them. My prayers are for those teams protecting the Queen this weekend, it is a tough job.

Local Airports Vulnerable to Cyber Attacks, Experts Warn

When ever any IP device wireless or wired is installed there has to be a plan to remove and replace the default admin passwords that come with the device. This includes everything from large x-ray machines to time clocks, or cameras or the routers used in the system. The report is in error at least two airport systems have been compromised in the last few years, prompting cyber security upgrades at most airports. Airports are not the only ones vulnerable, banks, hotels, even police departments have been found with default admin passwords being used on what are expected to be secure systems. All should be checked ASAP.

Good response by Police, this happens actually quite a bit all over the world, England France, Germany, and yes the US find military hardware in some of the strangest places all the time. The key is when you see something like this, do not touch, back up, try and warn others to stay back and call for a police response. 99.9% of the time it can be taken care of with out anyone getting hurt. Camp David the Presidential retreat sits on a small mountain overlooking Thurmont Md. about 5 to 10 miles away. When working Camp David, we would stop in Thurmont for gas and food, both on the way up, and on the way back. Great food.

Family seeks arrest of security guards in DeKalb mall beating

We are going to see a lot more of this, no matter which way the court rules is going to be expensive to the Mall, the Security Guard Firm, and quite possibly to the Guards themselves. If arrested, just arrested, no matter of guilt, it makes the civil suits worth more to victims, if convicted, you better have a big checkbook. One of the first issues they will look at is the training of the guards, if not compliant real issues will come up. Next will be supervision, after that Policies and Procedures. All will effect the out come. I have been an expert witness on a number of mall security guard issues. All have cost the defendants a lot of money. You need now to protect yourself. If you have any bad guys working for you, get rid of them. If they do a track of these guards and find any with a track record of violence or inappropriate actions, it will not help. Next look to make sure everyone has documented training, I would suggest you do a quick 15 min course on use of force for all guard, this means all the guards in the US. As these police violence suites go through the courts, valid or not, Lawyers are going to be looking for low hanging fruit. Your firm does not want to be one of those picked.

I am not sure where this is going, it certainly does nothing to stop the fraud perpetuated by Nigerian's against people around the world. It may help Nigeria get better control of its people, but at what cost. Basically everything from your passport to your health records will apparently end up on your credit card. Yes the card has some features that protect vendors, but at what price in privacy to the Nigerian Citizen. The Credit Card Company knows and sees all, and still has data base security problems, as well as Credit Card Company's sell data for a living. This all looks a little scary to me.

This is not helping to stop the violence and romanticizing the violence of the Drug Cartels is not a positive move for anyone, stores like Walmart should not be selling this stuff. Kids have no idea of what they are doing when they play this stuff, it is like violent rap on steroids. If a kid drives by the wrong gang playing the wrong song, it can result in violence almost immediately and that is just on the US side of the border, in Mexico people have died for playing the wrong song for the cartel they are near.

Small simple alarm systems can extend the reach and presence of even a small EP team

Just received a call this morning, that a team coming thru McAllen Tx was in need of technical support for a quick stay at a hotel and then back out in a day or so. It quickly became obvious that a small alarm system was needed for the Executives suite and and an even simpler system for the command center/ hotel room next door.
A quick visit to the local Home Depo came up with the following solution a bit pricey, but at a moments notice not to bad. First a three sensor system (that can be expanded as needed) two door contacts and a motion sensor. The control unit which can are home or away which just means at night the motion sensor can be shut off and the two door contacts are still working. It also has an panic alarm button, that can also arm and disarm the alarm. The control unit can sit in the command center next door.
The second system is even simpler a motion detector with alarm and wireless control. This can cover the command center/ hotel room when everyone has to be out. Do not mount it, just set in on the floor in view of the door when it is opened, so you can see that it still works and someone has not just destroyed it and are waiting for you. When in the hotel room the same system can sit out in the hall way at night to give you a warning of someone coming, (of course you could use the USB camera system outlined in my blog)
The total cost was $127, plus batteries, and the team can take the system with them for the next stop. Actually they want to use it at the residence to cover the pool house the security team is working out of and use the small system for the car which is located in a courtyard at night.

This is one of the web sites that lets you log in and see what cameras are available to log into usually using security vulnerabilities like users or installers not changing the default login or passwords for the cameras. It happens quite often, people will get a camera up, and then decide that great they can see it, so never change the default passwords. A relatively new threat is people buying CCTV systems from Costco or somewhere that have wired cameras, but internet enabled DVR's, once these are hooked up to the internet, most people never change the Admin login or Password. Many of these are on the site. You can log on for free, but for easier use, they start to charge.

Cartel Cameras Could be Used on US Soil

The intel use of letting cameras stay up may have been worth more that taking them down, my hope is that the intel folks on both sides of the border got all they could before they brought them down. I am not sure this solves the problem, the cartels can use homes and business establishments to reset their surveillance I would thing rather quickly. I would think the US could have helped the Mexican authorities to install firmware changes to the routers found to allow for tracking all IP accounts logging into the camera system, this could have generated many leads, plus tell us what areas where of interest to the Cartels at what times. But I maybe ahead of myself, since they may have already done that. As this story states there is a real vulnerability of the Cartel both using cameras they install on our side of the border, as well as co-opting existing cameras not properly secured. IP camera have no real boundaries if on the Internet. Thousands of improperly secured cameras are hacked every day, there are web sites with hundreds already available to anyone with the interest. Even very well secured cameras, are vulnerable to being hacked if they have an internet connection. Many cameras are made in China, and are known to have back doors used by China to hack them, and many hackers trade this information around the dark web. In fact we have a number of instances where the security camera was hacked, not to get the picture the camera was taking but to gain entrance into secured computer systems. IP camera systems CTI has designed are specifically separate from other networked access just to try and prevent these incursions.

There are at least two web sites that lead you to over thousands of unsecured , or should I say not properly secured IP cameras, but as this Reporter shows we can all find these cameras by just using Google Search. Border leaders want U.S. travel advisory for Juárez lifted

The State Department should keep the travel advisories in place, to do anything else would be negligence. The amount of women killed or missing in just the Juarez area is extremely alarming. For the City fathers on both sides of the border that are promoting the State Department dropping the advisory could be found negligent as well. While all the Government folks maybe somewhat immune from legal actions, the people push them for this release are not. If one person is harmed due to their actions, it could make them liable to legal actions.

Reminder: An Airport Runway Is Not A Safe Place To Drive, Intoxicated Or Not

Most breaches of airport perimeters are of this sort. There is some debate about whether additional signs or lighting will keep someone stoned out of his mind from blowing through the gate or fence line. The TSA is mostly concerned with people deliberately trying to defeat security. Airport management has to be concerned with keeping the airport free of disruptions as well. There are additional enhancements that can be made, however - not that expensive either - that will keep these and other types of incidents from spilling out onto the runway.

Confronting the narcoterrorism nexus

Mr. Morganstern posted this with his thoughts on Linked in this morning. The Narco terrorism nexus is real and should be dealt with on at least the level of our ISIS threat. Incursions into the US by narcoterrorism is growing everyday. I would like to point to the present Administration as the problem, and they certainly have not helped the situation, but businesses operating transnational are also a big factor. Legal profits are still quite high and the push for higher trade numbers are hard to deny. Our Economy is effected by our trade and manufacturing with Mexico, and we all know we need a stronger economy. This is perhaps where Mr. Trump is correct though, as much as we need the trade Mexico needs it more, we need to get tougher with them on security issues. I will even agree we are the market place for the illegal drugs, but that does not in anyway excuse Mexico from facilitating the narco terrorism trade. The President of Mexico stands up in speeches in the US condemning the US for our buying drugs and mishandling his people fleeing to the US for safety and jobs. His posturing needs to be stopped, he is in charge of a failed Country, that our own DOD has stated before, and most experts around the world agree. Mexico is a proud and can be very profitable nation with all the resources it has with out the Drug trade, they just need to turn the Narco Terrorism problem around. But for Government officials the drug trade is where they get their illegal profits, not from the hard working Mexican businesses. Corruption and intimidation of Mexican Government officials at all levels is the problem, not the drug market of the US.

Mexico's 49 Headless Bodies is Third Massacre in 10 Days in 'Triangle of Death'

I was just in a meeting today when the words, we have no Cartel Problems in Mexico, never had, they only kill other drug dealers, In the past few days a family of 8 was killed, three others have had family members killed by cross fire between Cartels. Just to see what the past shows us I googled killed in mexico, and this was one of the first stories, 49 headless bodies of men women and children. And it was the third massacre in 10 days, in the triangle of death., so much for the drug on drug deaths, which by the way are not good either.

Carjacking Attack Leads to High Speed Chase

This is a great case study on what can happen if you are not keeping your eyes on what is going around you and your following distance to vehicles in front of you, even if you are coming to a stop. I am not sure the Police identified all the people and cars involved, but you can see the principal attack car a BMW pull in and box in the victims car. If you look three cars back you can see another individual exit a grey SUV and help the attackers. The victim could have jumped the curb, if he had left room in front. And he with any training should have seen the attack coming. This all happen less than 1/5 mile from my home, on a very busy intersection.

This is a well written piece developed for the most part a number of Govt. Reports. If you want to understand the concept of behavior detection here is way to come at it from a basic level. It references a report by a formal El Al security type, that is not very accurate and is more sour grapes than anything. But it is a good idea to read it as well. Tragic deaths that we all morn. There is so much in the article to read and understand. One, over 80% of the press are known to be co-opted by either Cartels, or the Government,usually both. Hacker Finds How Easy Is to Steal Money Using Square Credit-Card Reader

This is all true but not the problem you may think, you can go on line and get a generic magnetic card read for 10 dollars and not have to make any modifications. The second version of the scam also is true, it is possible to run peoples cards thru multiple times, even your code and or if you use a signature is available for the multiple times. But be careful who you give your credit card to, it will show up on the bill, so you can go back to the vendor. Problem, but not anymore than any other magnetic scanner has always had.

We tend to spent a lot of press covering the Mid East, but to our south and not all that far from the border 60 thousand have been killed since 2007, with the Majority of them not even identified properly. Many are Female and the out cry from Women along the border is growing every day. Depending on who you talk to Mexico is close to being a failed state, or according to some of our DOD leaders is already a failed state, so now what do we do? If money was the yard stick, Mexico is not doing bad, if control of Government services is the yardstick, Mexico maybe beyond repair, or even saving.

Meet the Cartel Boss Worse Than El Chapo

He tries to keep a lower profile that El Chapo, which by the was was also El Chapo's game plan as he came up through the ranks. He runs his own Zetta like enforcer arm, and like the Zetta's his enforcers are apparently ex military. One of my sources was in Guadalajara when the Military and this Cartel clashed. He reported that the operational characteristics of the Cartel soldiers was so like the Military he thought it was Mexican Military in civilian clothes. The government has already killed and arrested a number of these folks, but as the article says, there are a lot more out there.

Hillary Clinton emails: U.S. intelligence preparing for massive breach of classified data

Unfortunately the horse is already out of the barn, and this is not just a Hillary problem it is a US Intelligence problem. A lot of it seem to have started in the Bill Clinton's White House, many of his staff could not even get clearances and this was after a number of attempts by the Back Ground Checkers to lower the standards to allow more of his staff in. So to deal with this many things often considered classified in the past, had to become declassified. That this type of email system was allowed was amazing, just here schedule normally would be classified to some level, so it just goes down hill from there, but matches the Clinton White House.

This is one of those times where talking about it just is not a good idea. Now doing something to them is a great Idea, but talking about is not. One area that we can do open responses against the Chinese is in their open and many times obvious data mining and vulnerability mining they are actively doing in Washington DC. Ruben Espinosa,a prominent Journalist was among those killed, once again local press on the both sides of the border have not reported on this, we need to understand that both the Cartels and the Mexican Government do not want stories like this printed, and now we see US press being advised not to report on these issues either. It is bad for business, both for the Cartels and the local governments, perhaps if rumors are true even the US Federal Government. Open press is key to any chance of the criminal problems with our Southern Boarder to stop.
