The Philosophy of Security: Cities work at crime prevention through environmental design to...

CPTED and Victimization are two methods of bringing down crime that need a more through vetting. Victimization is a social science that has been around for even longer than Crime Prevention Through Environmental Design (CPTED) both tilt the percentages of not being a victim of crime in the favor of the good guys. In these days of a depressed economy and communities looking for ways to spend their dollars better both give communities a way to accomplish it. Both give communities a way to reduce anti crime costs and actually reduce crime as well

Cities work at crime prevention through environmental design to reduce costs

City works at crime prevention through environmental design - News - The Prince Albert Daily Herald

As costs for Cities rise, providing crime prevention is becoming harder under normal means.  CPTED, provides a more cost effecting method of designing housing, businesses, even shopping malls.  Now comes the science of Victimization, that gives even more credence to the use of CPTED.

Victimization, is a Social Science that is not considered by many as Politically Correct.  It has been simmering in the back ground since the 1950's and in some respects further back.  But since it brings forth the thought that we as victims may have some part in why we became victims.  This is not a real PC idea, it always has to be someone else at total fault.   Which is true the aggressors are the problem, but lets step back and take a look just for a moment at the attack from the attackers perspective.  The attacker does not want to get caught nor hurt, so they have a targeting that tries and keep them from harm, and risk.  CPTED plays a big part of this, trying for one to keep areas in sight of the neighborhood.  This makes it harder for attackers to  set up and do things in private.  which means they maybe noticed and caught.

Victimization principals work on a similar method, try to always walk in groups, try and walk down streets and areas that are well lighted.  Pay attention to what is going on around you, attackers are looking for people not paying attention, so they can get control of the victim before they can react.  all things we can all do to make ourselves less of a victim.

Like CPTED Victimization is not a 100% silver bullet, it at best puts the percentages just a little more in the favor of the innocents and away from the attackers.  Unfortunately to many are looking for the silver bullet, and disregard solutions that tilt averages but do not solve all of the problem.  We have to get away from this thinking in designing safer places to live, and taking more responsibility for our own actions that may make us safer.

City works at crime prevention through environmental design

As local Governments face new economic realities, CPTED provides a cost effective, low maintenance, and even green solution to their planning for new and renovation projects. Entire communities can be helped with CPTED design plans

From the minds of Psychopaths: How not to be a victim

This is an article that one should read, it is rarely that an article like this comes out giving people the real information on victimization. It just is not politically correct to say we maybe part of our own problem, that the way we move and act and yes even dress at times can be part of our own victimization. More study is being done on this issue, but once again, the biggest problem is Political Correctness. We in this day and age always want to point to someone or something as the reason for us being a victim. At some point we need to start taking responsibility for what is going on around us. If you read the article, one thing should jump out at you, that is that people that are aware of what are going on around themselves, do not fit the profile, and that is key to not be a victim in many cases. Read and think it is true. Psychopathy and Victim Selection: The use of Gait as a Cue to Vulnerability, Journal of Interpersonal Violence, Angela Book, PhD, Kimberly Costello, PhD, and Joseph A. Seeing through WALLS using Wi-Fi

This technology has been in use for quite a bit of time, perhaps it was classified, but the actual process is pretty much the same as one version of the whole body scanner TSA uses. TSA is involved in research and actual development using more technology along this line. The neat thing is by using the paper attached, a lot of techies out there can do pretty much the same. It is a start, and by the way it is safer than x-rays. Now the technology is great, but just think, just a thought, but can we be doing this in our minds even now. Have you ever perceived a person on the other side of a wall? But back to the technology, the biggest problem for it is that there is so much WIFI energy out and about every where. So WIFI signals are bouncing off things from all directions as we move about. Sort of the same problems x-ray machines have, they are using lower and lower amounts of energy to do their jobs, and the sensors or detectors are getting so much better, the shielding for an x-ray machine is not for us as much as to keep the x-rays all around us from fogging up the picture of the x-ray.

China's Military Built with Cloned Weapons - USNI News

The good news is that China is buying and stealing technology not just from the US, but they pick and chose getting the best from all sides. With the big carrot of being a huge market for goods from a country, many countries sell them priceless technology, in hopes that the big stick of them using it on them does not come about. Israel has reportedly sold a lot of technology to China, some say the Silk Worm missile system we allowed Israel to make in Israel, was changed slightly and then sold to China, for some trade concessions. But the common factor is that stealing and buying technology is much cheaper and faster than developing their own. That is not to say they do not make improvements to the technology they get. Sometimes pretty good improvements, other times like the Soviets they make changes that do not improve as much as they make it easier and less costly to manufacture. The Soviets, now Russians made so many shortcuts to much of their technology that little things like quality went to hell. Rockets that are so ill made that they have virtually no direct guidance, like the rockets that they shot from their ships in the Mid East that missed their marks, by hundreds of miles. Still they the Chinese now the Soviets then build huge stockpiles of weapons, perhaps more of a deterrent that a force factor, perhaps a bit of both. Basically we are seeing a Chinese weapons buildup with out a lot of the development costs the US and other Western European countries have to use. It also should be pointed out with out the time factor used to develop and test weapons before initial deployment. Lastly these weapons are being sold to other countries that are in actual combat, or at minimum confrontation with USA.

Narco-Terror: Secret Recording of Gulf Cartel Reveals Talk of Using Car Bombs Near Texas Border

An analysis of the recent car bombings in Mexico has reviled the method and style of the attacks used so far, that can be used by teams trying to develop mitigation plans against them. At this point most car bombs used would be more aptly described as Bombs In Cars. The majority have been placed in the trunk of cars, a few have been placed in the bed of pickup trucks. The average bomb is between 10 and 20 pounds, very small next to bombs used in the Mideast and even used in the US. They have stolen explosives in the past from mining operations in Mexico, with the largest theft recorded so far was less than 300 pounds so, and that could be traced to a number of 10 to 20 pound bombs detonated with in the year of the thefts. It would advantageous to get any reporting on additional thefts of explosives in Mexico. A bomb of the size of 270 pounds has apparently been discussed in the past, which is still a far cry from the few thousand pound bombs in the US both in New York and Oklahoma. Still the use of a 270 pound bomb in Mexico would be rather large jump for the Narco Terrorists in Mexico. But if one is talked about, it can be certain that the ability to make and detonate one in Mexico is possible. The Cartels are buying Claymore type mines, and thousands of grenades have been bought and found in Mexico, as well as used in various attacks. Many of these munitions are coming from Central and South American, or stolen from the Mexican Army. The grenades used and found so far seem to be mainly Korean in make, and the Cartels are not really comfortable with their use, with a good percentage of them thrown without the arming devices being properly activated. The use of wireless activation of the devices has progressed over the years, from using remote control units from high end toys and RF Model devices, to the last devices being fairly sophisticated remote use of Cellular phones, much like the ISIS and Al Qada devices used around the world. In fact it was considered a possibility the Mid East Terrorist groups had helped the Cartels develop them, but now the talk is trainers from ex US and Israel Special forces have trained some Cartel bomb makers on the use of Cell phone activation. I would think protection teams, could expect to find these types of activation used in any new bombings. Tactically, it appears that bombings are occurring with armed gunmen either prior or just after an explosion. Much like they have done with the grenade attacks that have been used so often. US Army analysts as well as other US Government agencies seem to think, larger bombings in the thousand pound range, even thought it is expected the Cartels could get their hands on these larger amounts of explosives, will not happen for fear the US would be then asked by the Mexican Government to intervene, something the Cartels do not want. So in conclusion a threat exists for Cartels to use more car bombs or bombs in cars, they will probably be in the 10 to 20 pound range, and usually hidden in the trunks of cars. The detonation will most likely be by a cell phone rigged to provide a current to electric blasting caps, which over 300 have been stolen in the last few years. The attack will be more likely to target police and other cartels, with limited deaths anticipated, but will usually coincide with an armed attack just prior to or after the bombing. He was a former Reporter for a small Newspaper here in the Valley, and was picked up by BreitBart because of his knowledge of the Cartels. He is a source I use continually, as well as a fact checker on Cartel Info I get. Please take this warning he gives serously and please have anyone you know working in this area of Mexico read this story and the links at the bottom. Knowing what kind of device you maybe working up against could well save your life and that of your clients of teams. 10 car bombs set off by these guys, should at least give you an idea of what you are going up against.

The Philosophy of Security: Gulf Cartel members arrested; several more wanted in connection with...

I think this should erase any more comments from our City Fathers that the Cartels are not active on our side of the border. We have people watching the movie Sicario, not understanding that some of these killers are positioned on our side of the border, and live among us. We need to understand that these criminals are here, and active. Just because a hardened criminal comes across the border, they do not shed their stripes, they are still criminals, and look to band with people on this side of the border in keeping them safe, and working as enforcers. In many cases they (the Cartels) use gangs on this side of the border to carry out these enforcer activities. As shown in this blog earlier this use of gangs by the Cartels in virtually all over the USA. In most cases the Cartels have left both the sales and a lot of the operations to the Gangs. What is more dangerous here is that the Cartel feels both the need and that they are secure enough to operate as the Cartel on our side of the Border. We have lost American Citizens by this Cartel violence right on the same expressway this shoot out occurred, Caught in the cross fire of two sets of shooters in pickup trucks. Hopefully with this type of Law Enforcement action, we can bring it to a halt.

Three Hours of Terror Near Texas Border as Cartel Firefight Sets Border City Ablaze

Reynosa the safe city across from McAllen Texas, as the City Fathers on both sides of the border state so often. Even the Mayor of Reynosa had to put out warnings to the Citizens on social media about areas of the City being taken over in open warfare between the Cartels and the Mexican Federal Police and Military. Now the good news is the Cartels are being attacked, the bad news in this type of violence is going to be happening for quite a while. When ever you let Criminals get a foot hold like this, it takes a lot of violence to root it out. Our hope is that these criminals on our side of the border, will never get to this point, all though it would appear they have attack teams and leaders on our side. Gangs are the principal enforcers, ie attackers on our side of the border, but they can be as ruthless if not more ruthless than the Cartels they support. But still the Cartels have and often send addtional teams of Cartel enforcers, or Sicario's as the movie just out calls them.

The Philosophy of Security: Danger Signals can bypass normal Brain Processing and often do,

The US Military as well as most of the world have a problem with Intuition, is it real, is it a guess, mainly can we trust it. Back in 1949 a former Army Psychiatrist called Eric Berne wrote what many call a ground breaking piece on intuition called The Nature of Intuition, it basically says it is thought that bypasses the word part of our brain, and goes directly to action. The referenced article here shows the graphical same answer called danger signals. Security Awareness is key to everyone's survival, but call it Intuition, or training we need to use it the best we can, hopefully this post will help.

Danger Signals can bypass normal Brain Processing and often do,

Why Nobody Intervened in the July 4 Metro Murder - MIND Guest Blog - Scientific American Blog Network

This article deals with an actual incident in Washington DC and the reactions to an attack. It deals with sensory signals bypassing much of the cognitive areas of the brain and going  on directly to action.  Back in 1949 an Army Psychiatrist later turned Philosopher (that is what science does to theory they can not find a way to measure) Mr. Eric Berne wrote an article called The Nature Of Intuition,  still referenced by Military writers, it seems to have been regulated to the scrap heap by Modern Psychiatrists.  Graphically represented now days like this, from the referenced article.

Berne stated it back in 1949 like this,

Basically saying intuition can often bypass words and go directly to true knowledge, depicted now days by the above graphics, as sudden danger signals bypass the word processing parts of the brain and go to as Berne describes as True Knowledge and results, if listened to, as acts.

Science is still struggling with intuition, and many management dissertations take stabs at the subject.  But what is important to Security Practitioners trying to save lives, often their own, is even though we have a hard time defining or describing intuition, it is a key part to our Security Awareness.  We need to strive to use this signal processing, or True Knowledge with out completely understanding it, all the time.

To get a warrant for a search or arrest, we as security practitioners need to put things into words.  A good bit of my time is trying to pass on how to use danger signals, that seem to float with out a verbal tag.  I will always continue to do so, but I have also come to recognize that the intuition that allows a good Policeman to become a great Policeman, may never be completely defined.   This is true of other endeavors than just security, a good business manager and a great business manager seem to be marked by this Intuition or  True Knowledge issue as well.  About five Directors ago at the CIA, he tried to explain the problem, as biases, which plays a big part of it I think, but could never seem to crack the intuition issue, but was clever enough to know he did not have it all yet.

So we need to strive to learn that little pin prick, of a danger signal and better use it, but we also need to understand some people just seem to naturally be good users of it.   I like many of you reading this will continue to teach people how to use it better, and give little short cuts to help people, but we have a lot to learn yet ourselves.

The rhythm and flow of people and things around you is something you pick up on, usually subconsciously

The rhythm and flow of people and things around you is something you pick up on, usually subconsciously, as stated in the Marine Corp Combat Hunter Program, like this.

I often teach and sometime tweet to folks, a number of ways we see this work.  One is for folks that are musically inclined, it is described as a simple note played in the wrong place, you do not really hear it, but you know something was not right.

The one I use the most is throwing a pebble into a still pond.   As the ripples expand in almost perfect circles, little things under the surface cause slight changes in the ripples, or if the wind catches the tip of a ripple it will change slightly.

Like the note played wrong some how, the ripple has changed, something is not in the rhythm and flow of the world around us.  We do not see the object just under the water, but we see the effects in the flow or the circle moving across the still pond.

Danger is often just like that we do not see the bomb, or the shooter waiting, but we do see, perhaps just in our subconscious the rhythm and flow of the world passing by has changed.  We need to listen to that rhythm and flow around us all the time.  When a person passing moves off line slightly, do they notice something we do not see.  When that car passing slows down almost imperceptible, are they trying to set up a shot.   You may not see the car behind you slow down, but the engine noise is just the slightest bit different, as the window goes down in the car, the car radio noise is different, the wind noise bouncing off the car window changes, you may even feel the wind change as the car slows and the window comes down.

We mark it off to many things, Scientific American reported on a study of our 6th sense as many call it.  They make the argument that it is all of our senses taking in information, usually processing it in our subconscious, which then gives us a little warning bell, sometimes even a big shout that something in the flow of the world is not in sync or  rhythm.   Learn to listen to it, notice it, and perhaps even react a bit to it.

As the new Star Wars Movie is upon us, let me leave you with this,  I feel a change in the force, perhaps there is more to it than just words.

We all need to understand our comfort zones for people around us, with knife attacks on the rise, it can get to be critical

We all need to understand our comfort zones for people around us, with knife attacks on the rise, it can get to be critical

In different cultures and even in different setting, the area we subconsciously feel we need for safety and that we feel comfortable with can change.  That is not a real problem as long as we understand control space and attack space.   For an attacker like a robber or even a rapist they want to be with in 7 feet of us, prior to the attack, so they can get control quickly.   Luckily for us most knife wielding attacker's feel the need for a similar distance, perhaps out to 10 feet.  But for a successful edged weapon attack on even an armed trained Police Officer 21 feet is within the success zone.

With that knowledge we need to push our security awareness zone out a bit more.  The range is different for all of us, but we need to understand the issue.

I took this graphic from the Marine Corp, Combat Hunter training program, but it is a good reference point to work off of.

As I said these distances are different for all of us, and can change drastically depending on the situation.  But stand in the middle of a room and get a feel for what you think you can deal with, and then try it in, say the lobby of a hotel, or a movie theater.  When your instincts tell you something is off, it is often that someone has invaded your comfort zone, just be aware of it.  Many times it can be precursor to an attack, or someone testing your comfort zone reaction.

These Cartels have taken over control of gangs and have either made agreements with local Crime Syndicates like the Italian, Russian, Israel Mafia's   But their main enforcers are the Gangs, some of which have a lot of operational control, as long as they stay true to the Cartel supplying them.  If they change alliances or another Gang finds another Cartel Supplier, that is when much of the violence happens.  Just to give you an Idea, the Cartel inspired violence to include deaths, is 200 times more deadly to the US every year than ISIS or all the other Terrorist groups operating in the US.  With the exception of 9/11/2001, and even then it was 100 times higher according to Justice records.

The Philosophy of Security: Very Basic Espionage Awareness

To answer a lot of questions we have gotten lately with the rapid rise of Espionage in both the Government and public sectors. A quick overview of both old school and new school espionage has been provided. CTI will continue to expand on this basic overview in the coming days and months. You will find a lot more on espionage devices further back in the blog, and we will try and index them better for you all.

Very Basic Espionage Awareness

CTI keeps getting asked about old school espionage attempts, it really has not changed much.  There has to be a path of some type to get the information voice, data, temperature in the room not to mention video out.   The problem is there are a lot of paths, our computers and cell phones are probably the most often used now days, but old school and new technology exist together in this brave new world.

But here is the basics, and we will go on from there.  Hope it helps give you all a start.

Why Drug Cartels Are Stealing Mexico's Fuel

Because it is where the money is. Mexico has the ability to be a major player in the Fuel Industry, and actually tax and fund major programs for the people of Mexico, but instead the corrupt practices of the local and federal government is lining their pockets. Since it is harder to steal the funds from its own Government, it allows the Cartels to steal the fuel, and then they pay the Government Officials through the same conduits setup to pay them off for the drug and other money heavy crimes the Cartels already have. Drugs are not the main money source for the Cartels anymore, extortion of any company or product that resides in their turf, to include Oil and Gas. The Zeta's has bought up a lot of Gas Stations near the border, and some say even over the border in the US to keep the profits from the gas and oil thefts, and launder the money at the same time. Once again the big loser is the people of Mexico, who should be seeing a better life with all the fuel under them. Instead the Government is caving to the Cartels to get them the lion's share of the money.

Four men arrested in connection to a home invasion, two still at large

Good Job to all the Deputies, Police, and Federal Agents that helped bring these 4 under arrest. It will be interesting to see what records they have, and why they targeted this home. With 6 people involved in this attack team, I cannot help but wonder how they operated under the eyes of all of us, and none of us noticed anything. We really need to understand this attack, so that we all know what to look for in the future. When 6 people feel comfortable enough to gather together to set up an attack like this, someone should have noticed and said something. Family members and friends of these attackers had to know something was going on, yet no one said anything. At a minimum there needs to be charges brought if it can be reasonably shown they, the family or friends, knew something and did not report it. Police and Sheriff’s Departments in the Valley need to provide community outreach and training on what to look for, and how to report suspect activity without putting themselves in danger. Perhaps the new Hidalgo District Attorney, who has proven to be very proactive in other areas can conduct this training. Attackers like this, with the arms they have, are going to get into a situation where they feel the need to start firing and or grabbing hostages. The valley has been very lucky so far, but at some point one of these attackers is going to fight, and a lot of innocents as well as law enforcement are going to get hurt or worse. Listening to the community we have all heard of these types of incidents that never get reported, for fear of reprisal, It is imperative that every one of these incidents gets reported and the Police and our City Fathers are on record of every one of these incidents. If they chose to help ISIS by selling them or giving them the ability to successfully attack our systems, we could have real problems. Just think of one or two of our major cities power grids, under the control of the ISIS terrorists. Our FBI and other security folks are fighting them, but it is a big target, and all they have to find is one or two vulnerabilities to create a large problem.

Texas Border Schools on Lockdown as Police Search for Armed Narco-Crew

This type of heavily armed home invasions here in the Rio Grande Valley is getting to be a monthly if not weekly event. Most are not reported to the police since both the offender and the victim are part of the drug trade. In some cases the attacks are because of money owed, other times it is one Cartel Faction raiding another. As the article states in the past innocents have been killed or injured either by stray gun fire, or just raiding the wrong home. People keep their heads down when this type of attack happens for fear of retribution by the Cartels, yes here in Texas USA, people live in fear of being a witness to one of these events, or being caught in the cross fire. No this fear will not show up in any crime stats, but it is very real, and a fact of life for many US Citizens here on the border. We all need to report these events or have a friend report these events anonymously so we can get some action taken on the problem. As it continues more and more innocents are going to be victims of the violence, and then what will the City Fathers who keep saying we are all safe here, say then? As in most cities the poorest of the poor are the victims and also are the witnesses to this type of event. Most of the reporting is what is overheard between citizens talking between each other. It always starts with please do not tell anyone, I do not want to be killed myself, and then the story is told of rapes, of attacks, of even people taken over the border and killed to avenge some wrong a Cartel member living in the US thinks has been done to him or his crew.

Mexican Soldiers Kill a Kidnapping Victim, Then Label Him a Cartel Hitman to Cover it Up | VICE News

This is such a tragedy, and made only worse by the possible cover up by Authorities. Yes, if the authorities killed the young man by mistake when trying to rescue hostages it is once again a tragedy, but during a raid on a Cartel stronghold things happen quickly and since the authorities are usually out gunned by the Cartels, shooting first is often their only chance of surviving a gun battle. In situations like these, you can point to possible poor planing and or poor training, of a situation that just got out of the control very fast. But it would appear the cover up seems to be the real problem. Rescuing hostages is always dangerous to the rescuers and the hostages, standing up, even with his hands up may not be your best move. Hitting the ground and waiting for the gun fire to stop is a better move. When bullets are flying everyone is reacting, and perhaps the young man was not even shot at, but got hit by a stray bullet. But the cover up is problematic in any case. This is just another problem of the lawlessness in Mexico.

Capture of Gulf Cartel boss sparks weekend of violence in Tamaulipas

This is the problem, in a second a fairly normal day can turn into open warfare, with bullets flying from Government Authorities, and multiple Cartel factions. Yes this happens in Chicago and other cities in the US. The difference is vast, in the US I can advise People in danger to go to a Police Station, or even call Police for response in their homes. This is not the case in Mexico, you can get shot running to a Police Station during incidents, and the Police will not respond to calls for help, either because they are overwhelmed, or afraid they would be walking into an ambush. This article and plea by the Mayor, tells you to stay inside, what it does not say is that you can be hit by bullets in your own home, or by fragmentation from the grenades both sides have and use. It also does not talk about the fact both Police and Cartel fighters use homes and stores to hide and shoot from. Which after this fight is over, leaves the home or shop owner open to retaliation from the other side to include Police. Please do not listen to our City Official’s on the US side of the border, that say it is safe over the border, if this altercation happen across from Brownsville, the same will happen in Reynosa, since the Plaza Bosses in Matamoros and Reynosa are in the same turf war. It could turn into gun battle in Reynosa at any second. The truly sad news is this incident seems to have been started by Law Enforcement in Mexico doing a good thing capturing or killing a young Cartel boss. For the problems in Mexico to end this will have to happen a lot. Mexico needs to let the citizens of Mexico arm themselves to protect their homes and shops during these incidents.

The Philosophy of Security: Protection Starts With Good Advance Work

One of the items you need to have in your advance book is a bomb threat check list and to know how to use it. Most of your clients are going to receive threat phone calls and knowing how to teach someone to take a call is critical if you are going to get usable information 90% plus calls are bogus for bombs, but often lead to individuals that are a danger to your clients. If you want to know someone that can help your team, look to anyone that is at the ESI Executive Protection class right now. Here is a link to the PDF for your advance book. Texas Rep Cuellar uses bogus numbers to make what point?

FBI numbers show border cities’ murder rate smaller than bigger metro cities - The Monitor: Local News

U.S. Rep. Cuellar, D-Laredo, knows these numbers are inaccurate, the FBI knows these numbers are inaccurate as well, FBI crime stats do not even cover many of the crimes we face in the valley, for that matter all over the border. To stand up and make a political play with these numbers at best shows he is out of touch with the people he represents, or a worst is trying to put more of his constituency in danger.

This FBI numbers problem was addressed in a well written security assessment of Texas done by the DPS back in 2013. This report should be what Rep. Cuellar should be shouting from the mountain top. This shows the real danger facing Texas, and the Border Towns. Here is a link to the DPS report, which I used in a UTPA conference on security, Rep.Cuellar should have been there and heard from the Students on how safe they feel.

RUN. HIDE. FIGHT.® Surviving an Active Shooter Event - English

While Dr.Carson is being attacked for his stance on fighting back in an active shooter situation the Department of Homeland Security and the very liberal Mayor of Houston in the great State of Texas came out with a short video on dealing with active shooters, that security trainers use all over the US and have for the last 4 years at least. And it starts with the tried and true line in dealing with and active shooter, Run, Hide,Fight. Everyone that will visit a mall this week end, or go to work tomorrow, should view this video, Now, Dr. Carson has it right, and Law Enforcement backs it up. Run (if you can) Hide (if you can) Fight (Because you must to survive) Houston City Fathers have used a grant from HLS to make an excellent video on active shooters: http://youtu.be/5VcSwejU2D0 I have done a short video, on how to bring home what you have learned from these videos, visualize helps you internalize the moves you want to make. http://youtu.be/PqsamY9hPjs

News from The Associated Press

INVESTIGATION: NUCLEAR SMUGGLERS SOUGHT EXTREMIST BUYERS, this is not a new thing, it has been happening since before the breakup of the Soviet Union. CTI has been involved as a contractor to the Dept. of Energy over the years, if fact my last visit to Russia was involved in reviewing Russian Nuclear safeguards, or the lack of them. The US and Russia did a fairly to very good job of taking back nuclear material from the breakaway States, and I think all the really bad stuff was rounded up. The problem is the non bomb making material, it has and had a different status. This is what you see on the black market for the most part, thankfully. Dirty bomb material can contain fairly dangerous stuff, but you have to understand what a dirty bomb is. It is not a nuclear explosion, it is a conventional explosive like C4 that is wrapped with nuclear material, that can cause radiation poisoning of people in the area of the bomb going off. The really bad news is it can make the area contaminated for a really long time, unless cleaned up. Both the Russians and the US, as well as other countries feel they can clean up a contaminated site with time and money. Testing is tough, but we do have some sites that clean up procedures are being developed. A dirty bomb is still going to be a big problem, but no where near what an actual nuclear bomb will be, or could be. Much of the stuff sold on the black market is medical type waste, that can be dangerous, but more importantly for the sellers, show up on a radiation meter, so the buyer know's they are getting radio active material. Luckily this is not as dangerous as it sounds, people doing medical test often are given a type of radio active material to drink so the Doctors and Scientists can track the travel through the body. This waste can be retained by the body for a period of time, and even set off radiation meters at times. It actually can be dangerous at different levels, but is not controlled all that much, you can find radio active waste in the US as well as stock piles of the medical material around the US. The good thing for us is the bad guys do not know what they are buying for the most part, so this is what they often buy. Other Black Market Radio Active material is far more dangerous, and its use in a dirty bomb is but one way it can be dispersed. Bad guys and perhaps Government Agencies have used material like this as a poison, and it can contaminate any area it has been used. With out going into the exact material used, it is so deadly to the human body that just a small amount can kill a person in a very long and painful way, with virtually no chance of cure. The really bad news is that where ever it has been used other items and often people can be contaminated to the point where they are deadly as well, and most probably will die themselves. If you hear of a sale or even a possible sale, report it immediately, if you can pick up a radiation meter, they can be found under 500 dollars, and at times less than 200 dollars. When possible find a way to test them, for years I used a twig from a tree I cut about 300 miles from Chernobyl when in the Soviet Union before the walls came down. It was thrown away years ago. But Medical labs as well as many Universities have the ability to let you test the devices. There is also a lot of radiation around us all the time, and if you know the places even radiation from rocks that have a bit of radio active material in them. Most X-rays used at airports have heavy lead lining not to protect you as much as to limit the radiation in the world from fogging up the image in the x-ray. Only one X-ray unit that I know of uses a radiation source at this time. SAIC has a truck evaluation system that still uses a source, but most systems use electron tubes to generate the x-rays used for screening purposes, from medical to Airport screening.

For all you out there in the field, this and a few more numbers like it should be in your advance book (see blog www.ctic.co ) , you may not be able to afford it, but often a client can come up with the scratch to get it done. Remember also at most GA airports (General Aviation) there are pilots and planes available, it does not have to be a jet to get your client out of a dicey situation. Often having a pilot on your team is a big help, if they are local, they can rent a plane like a car, but by the hour, it does not take but a few hours at most to get out of a situation. CTI had up to three pilots working for us back in the late 90's and early 2000's, and we used them to get from small local airports to other ones that we worked at. History of Bump Keys and Lock Bumping - BumpKey.US

The question of bump keys came up in a class on crises management I taught recently. Here is a bump key vendor that seems to be able to stay in business, many do not. Bump keys are a quick way to open most home and business locks quickly and easily. I will post a blog piece of these again when I get a chance. I predicted ,and was wrong, when the Germans put bump keys in you tube videos, that key locks as we know them would disappear within 5 years. I made that statement back in 2006 when a group of locksmiths out of Germany made a series of you tube videos of how bump keys work. For some reason even when the US Press made a big to do about them a few years ago, people tend to forget about what they can do. Well a bump key can open very quickly most key locks, and with out leaving the trace that a simple lock pick will or even a lock tool, mechanical or electric. One of the things insurance investigators and even police forensics investigators would do after a theft was to look at the lock to make sure it had not been picked. Lock picks often leave small tool marks on the pins on the inside of the lock. Seeing them would give an investigator the idea that someone had broken it. Most insurance companies would look for this to make sure you did not just leave the door unlocked, or steal things yourself. It is not 100%, but it helps give the insurance company a better feeling. Some security consultants have been known to run lock picks on locks to protect clients, before forensics investigators arrive. Access controls using card keys, and or pin pads, and or biometrics have made bump keys pretty useless for businesses in the know. I hate to tell clients the track record of bump keys against even very expensive high security locks. Most of the major lock manufactures have bought into or developed their own keyless access systems for homes and businesses, just in case bump keys catch on for real, this time around.

Snowden: US, UK spies 'want to own your phone' , so does China....

Snowden: US, UK spies 'want to own your phone' | TheHill

I still cannot get over how stupid this kid is, he is staying in Russia, was in China and is complaining about the US and UK spying going on.   Wake up kid, you went to the two biggest privacy violators of their own people as well as the US and UK, to complain, they are both still laughing at you, and the US and UK, mainly the US.

The US does collect a lot of data, I mean a lot of data, we are the best at it.  But China is coming up quickly, and Russia is a close third.  Now let me ask this question of the three mentioned, the US, China, and Russia who do you think would use the data to hurt people the most.  Hmm, well it is certainly not the US you fool.

If a Chinese or Russian agency could see an advantage to letting someone know about information they had, would they use it, damm right.  If an agent from one of those agencies could make use of the info to increase his or her standing in life would they, once again right, if they thought they could get away with it, and if it did not hurt the Mother country, it would not be a real problem anyhow.  Now in the US if you get caught using our databases for even checking up on your ex-wife's new boy friend, you will get fired.

Your biggest worry you sorry sod, is that if the US agrees to take you back, the Russians or Chinese will kill you.  Right now the US has to worry about what you could have told them, or they got out of the data you have or had with you.  Since the US does not know, they have to wrap up a lot of ongoing cases, as do a lot of our allies that you may have information about.   Most are home and hopefully safe now, but many are still worried about family back in hostile countries.

The Russians and Chinese are laughing because they know we have to think worst case and have scuttled most if not all our overseas espionage and some in country espionage case work.  If you Snowden, you little worm, gets back.  We may find out they did not get some of our trade craft or technology capabilities. Which means we can put them back on line, not good for Ivan your host, or the Chinese, so guess what the best deal for them, is for you to have a big accident before getting back into US custody.  Now there is the possible chance, they think you can not hurt them, but it is so slight a chance they will discount it.

If they get the chance it will happen in a third county so the blame can not be placed on them.  They know the US will not want your death on their hands, so the US is probably out.  I would say be careful, but that would mean I care.

FAA Proposes Nearly $2 Million Fine To Drone Operator For Restricted Flights : It's All Politics : NPR

Stiff fines may deter the commercial operators, but there is still nothing to actually prevent them or a private operator from violating FAA rules. Unless they start including them in the box the drone comes in, it's doubtful that every private owner knows all the FAA pertinent regs. The TSA is still trying to educate the public about not bringing guns in their carry-on.

The Philosophy of Security: Industrial espionage: Cyberspies and mincing rascals | The Economist

Espionage is taking ever broader approaches as many countries like China realize the real war is in the economic sector. Agriculture, clothing, even our Chamber of Commerce (known to be a wide open organization), have been targeted. Marketing plans, production plans have been added to the take, now it is not just the plans for the newest cell phone or EMP resistant chip (see our blog for more on this one) but almost all data is a valid target. Look at China's latest org chart for it's espionage teams, they are hitting everything.

The Philosophy of Security: Surveillance Awareness: What You Can Do

Virtually every crime starts with surveillance, sometimes for an instant like a purse snatching, or for months even years like each of the Osama Ben Laden attacks. Being able to recognize surveillance is key to survival. yours and mine. CTI teaches clients to look for and many time recognize surveillance prior to an event. Often the surveillance is not of an attack on your self, it is someone else around you. It is much easier to recognize a surveillance team on another person, the team is concentrating on the other person or the site. So if you See Something Say Something.

Big Data Are Reducing Homicides in Cities across the Americas

It has been years since a really new police science model has emerged. Perhaps the last one was similar to this one being used in Columbia and being studied all over the central and south Americas. In the US we have stars (the Houston Texas Version) but it really does not take in all the different data this model does, and if fact this model was found to be floundering until more data and solution where applied. At first blush Chicago and Baltimore come to mind, then perhaps Mexico, who has not as yet even provided data on crime, yet this may be or lead to an answer.

When dealing with an explosive device, these three things are your best chance at increasing your odds of surviving the incident. Distance: every foot you can get away from the device your chances of surviving it go up. For a small bomb say under 10 pounds every foot you can move away, increases your chances of survival from the Blast Pressure effects by 4 ( I can move quite a few feet in a second) Get Something between you and the blast: anything helps, but the more substantial the better, shrapnel or fragmentation is like a bullet, it just often moves at a much higher speed. Rule of thumb, if you can see the bomb, fragmentation can hit you. Get down and away from the blast, and scream, that last one is pretty easy but does help. If you are down and away from the blast, both the pressure and the fragmentation could pass over you. Plus if there are other bodies on the ground they will also provide protection from the pressure and fragmentation.

FBI Issues Warning to Philly Area Colleges

As we have seen in recent shootings such as the one of the camera crew in Virginia, the reach of social media is a powerful lure to those who either wish to do harm, or merely cause a commotion. Either way, the colleges and universities in the Philly area are reacting to the threat as if it were real. The problem with such public reactions is not only does it "feed the trolls" who want to see people jump, but anyone who wants to actually commit a violent act can see the security measures in action and potentially adapt to them.
