I think if the citizens of the local Colonias or neighborhoods will help the Police they may stay on top. If it is as good for the Mexican Military as being reported, the Citizens can break one strong hold of the Cartels, but the Government will have to understand that the Citizens will be the deciding factor. That Big Security Fix for Credit Cards Won’t Stop Fraud

Actual fraud has gone up where ever these new chips have been introduced. That does not mean do not use them, for one it is the law, or will be. The premise was good, I could buy magnetic stripe card readers for 5 dollars on the internet, and a card magnetic stripe encoder for another 15 dollars. About 4 years ago, when Europe really doubled down on the new chip card, I did a little investigation, since I knew all these little mom and pop shops all over Europe had to be still conducting business. Well guess what for 50 dollars US, I could buy a chip reader and could buy empty chip cards to encode the new card into on to, so I was back in business, if that had been my business. Then I was chastised by a number of folks actually in the business, that on the dark web, I could buy apps for my smart phone that could read the new chips while they are still in your wallet or purse. In fact a whole new business started up in selling blocking devices for your credit cards. That was years ago, now days you do not have to go the dark web to buy the app, in fact ways to hack apps you can get from your credit company are all over the place, allowing you to capture credit card numbers from other folks while sitting at a table near the person using his chip credit card out of the expensive blocker he just bought. OK oK, just think of this, the number you still type into your computer to buy things on line still works, so if I can get your credit card number off your new chip card in your wallet, or any other way I used to do it. and watch you type in your 4 digit pin into any device, say the new chip reader, or RF listen to you enter it into your smart phone or tablet, then I am off to the races. And none of this does anything to stop the number one credit card fraud machine, the folks hacking into Target, or some other local store and stealing yours and a few million or maybe just a few hundred cards, which has not slowed down at all. And these hackers, have your credit card data on line to sell to other bad guys with in min, in fact seconds. The price of the card number are measured in how many times they have sold that card number already and how many hours old the stolen number is. My main credit card company usually reports unusual usage with in an hour, and often flags unusual purchases with in minuets of sale. But if a Target ( I hate to pick on them, they really have revamped their security) has your card in it's own database, then any buys there are usually good to go. And lets not even go to online purchases. Have a merry merry Christmas, really :)

Ok Ok, I am the terrorist trainer or planner, and I say to my little terrorist guys, listen go up to the screening check point and there is a 50 50 chance the screener will catch you carrying the gun. Or a 25% chance you will make it through, if you want to use that as your basis for a plan to conduct a terrorist attack, then go for it. No folks, the 911 folks carried weapons that where legal on planes at that time, if my memory serves me, 3 actually where stopped and asked about the knives they had on them. Plus they did not play the screeners they played the system. They knew the rules at the time is the Pilots gave up and the plane was taken to the ground and the FBI took over. The rules did not anticipate they the terrorists flying the planes into the buildings. By the way the rules had changed before the last plane landed that day. That does not mean they will not have another way to do this in the future, but playing with screening odds of even 50% is not the way they will do it. It is a business. this gun can be found very easily by screeners as well, over 50% of the time. The last big play by the terrorist against carry on bag screening was the tooth past tube threat, and before that the liquid bomb threat. Justsayin.

Islamic State Radicalizes ‘Thousands’ in United States

There is a real need to understand Wahhabi's version of Islam. They where a warrior clan roaming the vast land mass we know now as Saudi Arabia, an Arab Prince wandering the area as well, wanted to stop all the infighting.but needed a consolidating group to bring everyone together. So the House of Saud and the Wahhabi sect made a deal, the House of Saud, ran the country's Government the Wahhabi ran the religious and educational parts of the Government. As the new country succeeded, there have been tensions between the Saudi family, the have and have not's the Princes in line with the thrown and those not. One way to keep this feud going is the second feud between the Government Rulers and the Religious clerics. A not in the line Prince can tell the Wahhabi clerics that he will back their moves to continue a more strict version of Islam. Or he can fund movements the clerics want funded. like ISIS or AQ, or other more strict, or what we call radical Islam. Back to the Main Saudi line and the Main Wahhabi sect, as the country became more successful they wanted to become more evangelical and the Saudi Government funds this movement. So this funding makes the Wahhabi version of Islam the one most promulgated around the world, as well as in Prisons and every Islamic School they are involved with. So the more moderate versions of Islam are subjugated by this much more radicalized version. The real bad news for the Saudi and other rulers in the region is that the ISIS and AQ and about 20 other very small sects have moved to a more radical stance than the Wahhabi, so they keep an unstable truce going on in the world. No Islamic ruler can stray very far from a strict version of Islam without drawing the wrath of the radical sects. Even refugees are passed quickly if Islamic countries feel they are too radicalized. So if you are a young or middle aged or older man even, that wants a religion that keeps women under your control, that guarantee's you get a wife that will stay with you or be killed if they stray, That promises you a life if you keep the faith to die as an important person. It is a good pull for a young man in his basement, or a man looking at a life that to him promises nothing. This is what we are facing, capitalism is our greatest strength, 80% of prison conversions world wide are to a Wahhabi version of Islam, in the USA fortunately a small but majority return to a non Islamic based life style. Radical Islam, like communism offer no real advancement of life style to all but a very small minority of its followers. The USA through Capitalism offers more than Islam can ever think to, and that is still a stronger pull. But requires a growing economy, which hopefully returns to the US.

26/11 terror attacks: 7 years on — ‘Like Mumbai, Paris does not want to relive terror’

No country wants this type of attack to occur in their cities. The numbers involved in the Mumbai attack where more, but the biggest difference was the Police Response. The Paris Police where going into action much faster than what happen in Mumbai. The Police in Mumbai took many hours to get into the attack, they actually watched the attackers at one hotel for hours on security cameras go in and out of rooms and killing people. The Paris response was much faster. The attackers in Paris it would seem had about the same amount of training, and they may have had a little better weaponry, but Paris like most big cities had learned from Mumbai and the Westgate Mall attack in Africa. The response and the training of the responders was faster and better. The bigger cities in the USA have probably even better responses and have trained against this Mumbai attack scenario with the almost certain knowledge that it will happen here. Paris had the Headbro attack to really let them know that the cell's were active in the area, but the cross border problem with the bad guys could not be resolved, still have not. We in the USA do not have quite the same cross boarder problems, but we do have a huge internal cell issue of people here in the USA either immigration, or grew up here and radicalized in their basements. It may take an outsider like a Ramsy Youseff, to come in and help close the plan for the attack, but then if needed, one person passing through immigration is not a real problem. We have a problem, but we have also better response capabilities, at least in our major cities. It is the smaller ones that maybe our soft spot, and I am sure the bad guys are looking for them. Soft targets are the name of the day, and there are so many that to cover them all is impossible. It will be the response that makes us the winners here, that and the wrapping up of cells afterwords.

Two Killed As Roadside Bomb Hit Durrani's Motorcade

In some ares of the world this attack could happen at anytime. The key here is that it is not as easy to pull off as even professionals have found. Keeping up the speed in areas you can not suvrail or control is part of the routine, another is if possible have multiple cars the protectee can be in, making targeting even tougher. Another is if possible having another vehicle driving between the protectee, and the possible attacker points. Lastly always get every foot of clearance from the possible bomb and your vehicle. Every foot can be the one that saves you. As Students from my ESI bomb class know, every foot away added to the speed means the timing of setting off the explosive even more critical, making the kill zone smaller and smaller. The attacker can up the amount of explosives, find a place they can lower your speed, or even choke points that make it harder to get distance from the bomb. But this makes your counter surveillance even more critical, and they may make more mistakes. All putting the odd's, just a little more on your side.

OIG: Unimplemented plans, poorly positioned CIO threaten IT security at State Department

CTI has been brought in to audit security of Government Agencies computers, to find that yes they had bought security software and in some cases hardware, in one case two years before the audit and it still had not been implemented, the internal Government requirements made implementation too costly, and required so much training it would have operationally shut down the Agency for a month. By the time of the audit, most of the items bought where out of data, and could not meet the new threats being faced. Economic Espionage: The Global Workforce and the Insider Threat

Once again Economic Espionage is a multi Billion Dollar industry, Instead of monitoring the copier in the office for Employees stealing data like client lists and critical supply chain data, it is off loaded from your office computers to cloud accounts or very large flash drives that are actually physically very small. As employees get ready to leave for all sorts of reasons, most consider it a right to take as much data with them as they can. It is getting easier instead of harder. Once Case CTI worked on involved an American firm that had pretty good controls on their in house system, but their Canadian software developer was wide open. New critical software that supported the process for the firm, was contracted out, and a simple cash transaction was all it took for one employee of the American firm to decide to jump ship and take the still being developed software with him. By the way when you audit your security on new product development, remember security controls are normally the last things added to the software prior to release. If you want to muddy the waters on an espionage grab of software getting it before it is completely developed allows for small changes to be made to the software that can help the bad guy look like it was developed in their shop. Being able to setup a simple but comprehensive audit plan is key for any company large or small. You do not have to be able to write code, or even analyze it, you can bring in that expertise when and if needed, you just need to understand the process to develop security plans for it.

Mexico’s Bloodbath That Won’t Stop

As Terrorism rears it's ugly head around the world, please do not forget the terror going on in Mexico, People can claim anything they want, but it is only getting worse down in Mexico, and death rate is far beyond what in going on in Europe. Acapulco, has been decimated as a tourist town, cruse ships have all but ceased going there. We are hearing the same refrain it is only drug on drug violence, like we hear here on the border, but innocents are being killed. Policemen are being killed, yes some maybe bad, but if your only chance of survival is to work with a Cartel, or get killed by them, then it is a choice most of us would make. The Government is the crux of the problem, and as we are letting more and more refugee's into the US, our Government is the problem as well. The answer seems to be to every problem bring the people here, why not let the people stay in their homelands and the US Spend Half the money creating safe zones there. Places for people to work and live as they with our help turn their countries around. Mexico and Syria are facing the same problem, and the US needs to be part of the solution, but there not here. We have Chicago facing the same problems as Mexico as far as Gang Violence, or terror as it should be called. Where do we send those people, they are already here. Mr. President, Chicago is your home town, lead the country to a solution there, and then we can try parts of that solution in other countries, like Syria and Mexico, so the people can have their countries back. Five police commanders from Acapulco were assassinated between April and October of this year. The level of violence directed at the local cops is unprecedented in the city’s history, according to the Mexican investigative journalist and author David Espino. The Guerrero state prosecutor sets the overall number of gangland executions in Acapulco at 754 so far this year—an average of 2.3 per day. The tourist economy is a shambles: The magazine Proceso reports that a thousand businesses and 14 schools have closed due to violence, and cruise ships have all but ceased calling at the port.

NYC emergency responders go through active shooter drill

This is how you win against these Terrorists, but it has to be every small town Police Department, every mall, every sporting event doing Active Shooter Drills, even the folks in your family or if you are on and Executive Protection Team you, your team and if possible your clients. Full scale drills like these are expensive and take a lot of time to set up and pull off. But they are invaluable to helping find the weaknesses in your response plan. Those of you that where in my last class for ESI went through table top exercises, which are easier less costly less time consuming and will also let you find out the weaknesses in your response plan. Mall's airports and even movie theaters, every soft target should attempt to meet with members of your local SWAT teams, and do at least at minimum a quick walk through of your facilities. Lastly every member of your family and staff should do a quick review of an Active Shooter training video, here is a link to two, on is very well done by the Houston Texas Homeland Security the other is a quick You tube CTI did to help you internalize and visualize the moves you need to make in an event like this. This is an article that we should all read, I do not agree with all the solution paths here, and there are not many, but the basic premise is that we need to get the community involved to stop this, and the second premise is we need to get the community behind the Police in solving the problem. The main argument is the distrust in the Police from the Community, this will have to be a joint endeavor and the trust will have to be a chance taken on both sides, till the trust is actually won. The great part about this, is that any winning or even partial winning movements can be and should be modified as needed and tried on other hot spots in the US and around the world. Now, there is a number of schools of thought out there on reducing crime. It would take some research to understand the underlying school here, but it has a resemblance to the Chicago School as it is called, and uses a Marxist methodology that basically says the community organizers if given enough money can provide solutions. We can all see how it has worked in the Actual Chicago, which was considered the trial for the Chicago School Methodology, it has made a lot of social activists rich, to include Rev. Wright and Rev. Jackson, and other Church leaders and organizing groups. Tho the track record of the method is obvious and its failures available for all to see, yet it continues to get funded. Political Correctness forbids stopping it. There are other schools and methodologies out there with better track records, to include one used in a little town just outside of Chicago, called Bentsenville. Joel Vargus a Police Officer and self styled criminologist has worked with the community and the Police to provide an amazing track record with both crime and gangs. I think there are a number of these projects out there that can be used to help find solutions or at least make progress in the Gang and Crime problems of LA and Chicago, perhaps even the biggest one in Brazil, to clear the way for the Olympic Games there next year.

The timing of this is interesting, the use of Yoga breathing and meditation skills, is one that is gaining in popularity in the US as well. Getting the edge is key, and sports pros of all types have found these skills a great help. If for nothing else, it helps regulate blood pressure, and can be a big help in controlling your pulse as well. Meditation can help lower noise in your head, letting you be more aware of what is going on around you like perhaps something dangerous. Breathing skills can not be promoted enough, as your air intake and exhale decreases so does your strength. Learning to breath well in stressful conditions can give you a huge edge over a bigger stronger opponent. Not to mention you think better, and can see,hear, smell, and feel things easier. As you can see, I am a bit biased about Yoga breathing and meditation skills.

FBI: Officials taking report about ISIS threat seriously in Atlan

It is starting, now a threat in the USA, that is part of a 3rd party Anonymous Hacker group claiming they have uncovered a plot to attack a WWE event in Atlanta Ga. This not the first time Anonymous has been involved with forwarding threats from the internet. But for us in the Security Profession this is another threat we will have to deal with, how to evaluate threats like this will be an ongoing learning curve. At this point the FBI and the Georgia Department of the Homeland Security are taking it fairly seriously. I would use your normal bomb threat form to start evaluating the threat, and developing a response. But if that is not available, use the back of my business card reduced version. In any case dealing with this threat is probably one of many we will see in the near future. I suggest you work with your clients to dust off emergency plans two in particular Bomb Threat, to include suspect packages, and your Active Shooter plans. Make sure your blueprints are up to date to provide SWAT and other first responders, showing exits, any new build outs as well as power and utilities control points. Any receptionists or other folks that answer phones should be given a bomb threat briefings update and all employees should at minimum review an Active Shooter training video. A LOOK AT THE RIVALRY BETWEEN AL-QAIDA AND IS, I am not sure writer has it correct. I still think al-Qaida heavy or Osama bin Laden's end of the of AQ is still alive and planning things. The rivalry between AQ heavy and AQ lite or the end led by the Jordanian Abu Musab al-Zarqawi, was a rift over among other things tactics and not in a small part the Fatwa's the two groups follow. AQ heavy still follow the original which requires planning and a heavy chance of success, 75% is the level given in the Fatwa. This requires training and planning and AQ heavy had a fairly good control of the planning. The results where the first world trade center bombing, the bombing of the navy ship and multiple Embassies at the same time, even the Spain and London train and subway bombings. But this did not allow for heavy recruiting and a lot of want a be terrorists felt left out. Then the Jordanian Abu Musab al-Zarqawi, sort of started AQ lite with a Fatwa that basically said go forth and do damage in the name of Allah, if all you had was a tape recorder, tape bombs and guns going off and play it at a movie theater or somewhere it would scare people. The lite group also started the Inspire Magazine so guys in their basements could plot and carry off attacks. This led to a lot of plots being hatched, but with little trade-craft and no training, they were a lot easier to catch. That problem between the two rival AQ groups was a love hate relationship. The main core did not like the unstructured methods of the lite group, but it did keep them in the news, which kept money and press coverage going. Near the end of Zarqawi's life he had the Magazine Inspire and the best little bomber of all the groups. AQ heavy had lost their big name bomber Ramzi Yousef to jail in the US. Now comes Abu Bakr al-Baghdadi, with an even more ruthless Fatwa, who is told to come into line, and refuses, so now actual warfare at times between the AQ and his new ISIS came about. But they have tried to broker deals between them, but so far luckily for the world they have not, have they? ISIS came out with its own Magazine and is most agree as good as AQ lite in the Social Media and using it for recruitment. But now with what looks to be better bombs, ISIS may have gotten hold of the new bomber of the day, or at least someone trained by the late AQ lite bomber. If the two groups do get together with the ego of Baghdadi it would have to come under his rule, now the remnants of AQ lite may well agree to this, I do not think the original remains of the Core AQ will. I think they will still be heard from in the future. This is my take.

High tech sensors monitor Paris water supply sites to prevent chemical attacks

For the most part chemical attacks of major water systems are beyond the capabilities of even leading terrorist groups. They could make people sick, and if they targeted a city block or a hospital water supply perhaps could kill. No using the excess chlorine they have stockpiled could be far more dangerous to the citizens of France, it is a very powerful chemical weapons. The attack on the water system would be more effective if a cyber attack was launched. But I am not sure how sophisticated the French Water system is. But if it is under computer control than it could be a very attractive target, many security experts have worried about this type of attack in the US for years. China has built exact duplicates of our water treatment systems to help build their attack plans for our systems. But once again this maybe beyond a Terrorist capability. They would probably be better off attacking the waste water system, it is easier to do and can have devastating effect on a City. It would take a ton or more of a chemical to make it strong enough to really effect the water supply. Having terrorists drive up to the reservoir in trucks big enough to pull that off would probably be noticeable.

'Nearly impossible' to find jihadists among migrants, Greeks warn

Both sides of the Syrian Refugee issue are throwing around part truths and false truths. There is no doubt that we can not vet these people with the same strength we can in the US of our people, but then look at Snowden and the others that have made it through our vetting. But the other side says that the refugees have been vetted, that they are on data bases, and such. Much of this is true, they are on UN data bases made from virtually no fact. The vetting is more questioning and re-questioning, which done by the right people on the right people can be very effective and informative. But our proper and legal views get in the way, and people often are not really asked about religious views in a way that could expose any problems. Our PC values make a lot of us nervous to even attempt to look into the mind of another persons religion and the anti religious movement would poo poo any view that would even give a high spiritual value to a belief system. With that we are all sort of doomed to miss critical things when vetting these individuals, that have a basically different cultural and religious value system than ours. But remember the reason that all this came up is that ISIS taunted us with the thought they had infiltrated the Syrian Refugees and since we know this is possible we have come to the point we are now. Caution is the best option, but the fervor on both sides have made this difficult. Do know this, the bad guys are really key on making us look bad and will pull out all the stops on having a vetted refugee attack Americans, things like grabbing family members still in Country to force the hand of a vetted individuals. This could be a situation where you are going to die, but at least put the odds more in your favor Always look for well traveled roads, the attackers want to get away if possible with out being noticed. Two, always know where you can go, to get near security. In McAllen the airport, police stations, the Boarder Patrol stations all have pretty good safe havens for you to drive to. Always know where the nearest one is. Three, in many cases changing the situation is your best bet, get out of the car into a mall if you can get clear of the attackers for even a second. Drive right up to the area you are going to evacuate too and exit with as much noise and fan fare as you can, you want people noticing. This next, is advice that each person needs to take in their own way. Trying to out run other cars in a vehicle pursuit is not often a great option. They have multiple people in the car, one to drive others to advise and shoot. They are probably driving what they want for an attack, you maybe in a larger vehicle, But SUV's of any make are noted for roll over accidents at any speed, and the higher the speed, the more chance of a roll over. Even with a low center of gravity sedan, the higher the speed the less control you have for any evasive actions, two cars moving at 90 miles an hour are not any safer than if you are moving at 50, and can stop, start and turn with safety. There are drivers out there that can do a lot more with a car, but it takes training, and even then they have to know the car they are driving at the time.

OFFICIALS: ISIS DETERMINED TO PRODUCE CHEMICAL WEAPONS, AQ was as well, and even had a few training camps in Afghanistan, if you remember they also had a system to deliver the weapon. I remember we all at the time where on the look out for it. It had a very sexy name "The Device" Iraq had chemical weapons as well, most experts feel that the ones used in Syria are stockpiles of those weapons. The Japan terror group that set off chemical weapons in the subways had a very poorly made weapon, but the real problem was the delivery system. It consisted of breaking glass beakers with canes, umbrellas and stepping on them. The "device" had a fan system along with a timer, so it could sit on a subway train till the attacker left. It is not all that hard to produce chemical weapons for small deployments like trains, subways, even plane's. The harder part is to make them for larger areas. That takes a little more skill, but a shopping mall with the right temperatures inside and outside can use the heating and air conditioning system to recirculate the weapon around the mall, is doable. It is a threat we will have to seriously.

ISIS threatens NYC in new propaganda video

This video is pretty crudely done and is the edited for time version of the NYPost we are analyzing the full video now. It is a 5 min or so video, but only the last 40 or so seconds are actually involved with what we are concerned with. There are some sniper rifle takes in a few places, but the last is a few seconds of a simulated bomb belt being made, and then put on. It looks like they used some detonation cord, (the blue rope looking stuff) and then a white paste looking explosive filler, paste is normally associated with a TATP type explosive, when it is wet. Conversation: Analyzing the Bomb Making Skills of the Paris Attackers

I think he is right on. I always have a problem when I hear professionals using TATP. It is never used when almost anything else is available. In a war zone it is far to easy to get military based explosives, and the chance of a malfunction is far far less. In the case of the Paris bombers it is very lucky for them that the devices did not go off during their movement while shooting. Any Police shooting into them would have set this stuff off in a second. Remember as the TATP ages and aging is like days if not hours, it dries and can go off by sitting down, or it can separate and not go off at all. Chief Bratton on the first night was rightly concerned about his Police moving around a person with a TATP suicide bomb on them. Moving against a shooter is one thing, moving against a bomb on a shooter, than can go off by the policeman hitting the bad guy is something to make you pause and think for a second, and in a active shooting situation pausing can make you dead, or more victims dead.

Master Mind is dead, he is the Master Mind of 4 failed attempts to include the Train from Brussels to Paris, where his attack dog. could not even charge the weapon correctly, nor apparently clear it. That is the good news, the real bad news is, that his push to the top was built on a lot of deaths, his smiling face in the jeep being shown on TV a lot is when he is dragging bodies from killed Christians in Syria chained to his bumper. Now there are a lot of bad guys over in Syria that have done bad things like this, and unfortunately most will probably be a lot better at being Master Minds than him. Which reminds me, it would probably be a good idea if you have never held or put a clip into an AK-47 find a friend or gun shop that has a Russian, or Chinese version of the weapon to handle for a second. Not the super built version we see around, that are highly advanced versions, the old tried and true version. It is not all that well built, but is cheap requires very little maintenance, normally. This Master Mind seemed to find a few old AK's that misfired, like on the train, and outside the cafe in Paris. The cost of an AK-47 out of South and Central America, where the Russian (former Soviets) and Chinese dumped these on Marxist Rebels by virtually the ton, is less than 100 dollars, in fact around high 60's dollars to high 80's dollars most of the time. They also dumped ammunition on these rebels by the ton as well,in Palestine you often judged how the tunnel traffic was going by the cost of the bullets. After the break up of the Soviet Union, even more of these weapons where shopped by, former Soviet, gun runners to every hot spot in the world (we have a few of these gun runners from the US as well) ok ok more than a few, Now these weapons go normally in the $150 range, but are not in any better shape than the ones dumped by the Communists over the years. But will fire quite well. If you happen to down one of these terrorists with your hand gun, you may want to know how to fire his auto, or semi auto weapon to go protect yourself from other shooters with heavy weapons. EXCLUSIVE -- REPORT: 8 Syrians Caught at Texas Border in Laredo

I am not sure this case is the ,one, but it probably is part of how it is going to happen, or has happen. Perhaps the dirty little secret is that Canada was, still is to some extent, the actual pathway for the bad guys. Now the amount coming over the border from Mexico is huge, so being able to pass a group, or a "Master Mind" for ISIS or AQ is quite possible, perhaps even probable, and could have happen. He ,the Master Mind, would be briefed to present as a Mexican, so he could be sent back ASAP if caught, to try again. I do not think he or an attack team would use Syrian Passport's, that will probably just be families that think they can join the refugee stream, and that really has ended after Paris. I would imagine a lot of Syrian paper work is being torn up and or burned. It will only take one or if shooters are needed 3 or 4 bad guys to get across, to cause the level of damage, that the Paris Attack did. They will attempt it is thought to link up with internal to the US supporters, if for nothing else a place to stay, and to get weapons and ammunition. Renting cars, is a good move in Europe, and crossing the non existent borders to hide the renters. This will be harder in the US, unless the supporters rent them, and then drive them down to pick up teams, or up, do not forget Canada has been used so far more than Mexico. Bottom line we need to keep out thinking these folks, as I teach in my Bomb Classes over the years, they are thinking of how to get us, if we are thinking how to stop them, my money is on US.

You need to be careful of how and where you down load it from. ISIS claims that this is a replica of the bomb that brought down the Russian plane. It is possible, but I do not think probable. The Russians are saying it was a 2.2 pound bomb; this device as shown would not hold that much. The rest would work, although if the explosive used was TATP as claimed it would not need a detonator like this one, even though this one would certainly work. Doomed Russian airliner broke up at high altitude: Officials

The latest report today is that TATP explosive residue was found on the downed Russian plane. They are saying the device had the equivalent of 2.2 pounds of TNT, ,which as my ESI Bomb Class students know is a explosive factor of one. Extrapolated to a TATP explosive with a factor of nominally .83. Means the actual bomb was around 2.63 pounds of TATP, this gives us a pretty good idea of what the size of the bomb was. You still have to add to this the size of the battery and detonation system. Still it could easily fit in a three pound package. Considering the device that brought down the PaAm flight over Scotland, was Iess than 1 pound, around 11 ounces was the amount reported. The bomb in the Russian plane was a bit bigger. It's considered that any bomb even approaching 1 pound could be found pretty easily by either hand carried, or checked bag screening. If the screeners and equipment was at a level of the TSA. This all agrees with the latest assumption that the device probably didn't go through screening, but was placed by ground crews. Or as it was feared an insider attack.

Mexico City has had a layer of respectability for years, but everyone knew that it was a thin layer, and that the corruption of the Cartels has sat on the shoulders and pocket books of most of the Senior Government leaders.  The businesses claiming to be cartel free also had this very thin layer of respectability, but the money thrown around by the cartels is just to tempting.



But with the killing of many of the heads of the cartels and the ones in jail, the new leadership does not have the patience to play the respectability game, so the gloves are coming off, along the the layers of protection from both sides.   I am not sure it is altogether a bad thing or a good thing, to end this corruption there has to be a change, and this maybe just the change needed. but everyone needs to know it will get bloodier before it gets better.

One of the dirty little secrets of Hospitals it that they have employed more Serial Killers than any other industry.  Doctors, Nurses, radiologist lab technicians, the list goes on.  Angels of Death as the Nurse version of Serial Killers is called, have been found in every country of the world, as well as virtually every State in the US.  Here is some bad new, the same Angel of Death in one case worked in four States, suspected, but just moved on.  No Hospital wanted the negative publicity nor liability law suites.  Doctors have done the same thing, by the way for Doctors, a disturbingly large number of them end up working at one time or another at VA Hospitals or Clinics to let the suspicions die down as they leave one hospital to another, but they kill at the VA Hospitals as well, they just do not seem to get caught there.

I am not sure what the Hospitals are going to do, I would recommend any family that had a member die when it looks like they should not have at a Hospital to demand an audit of the Equipment hooked up to the victim, to see if it was compromised.   It was hard to find the Doctor Deaths and Angel of Deaths in the past, now a new generation of serial killer maybe among us, that we know nothing about.

As we buy these smart (anything) just remember your privacy is always at risk.  The only reason this Vizio is being singled out is that it defaults to the tracking mode.  I just worked a problem, where the client's TV (remember to make it smart it has a computer inside it) was able to turn on a capability to use an on board camera, the client was not even aware of, to watch them during (well anything) with out them being aware.   The FBI in a public meeting turned on the video of a computer I was working at, in less than 10 seconds. It was a setup, that I was the volunteer for.



Hacking computers is getting a little harder, not much, but a little, with people buying security software for them.  So hackers are turning to other devices like your TV that has a computer to gain access to your privacy.   The new thermostats for your homes that allow you to monitor and change the settings from your smart phone, or tablet, have on board computers, if from China, often with backdoors in them that allow for access, to your home, and more importantly to your home network, past all your security, remember you had to put your router password into the device to get it to work on your system.  With a back door, the bad guys can get the (smart device) TV, Thermostat, surveillance camera, etc..  to cough up your router pass words as well as any other passwords you used in the system.  Most of these devices have no way to be secured, they are just open to hacks.



You can put them on a separate router, but as soon as you want to use it with existing equipment, you yourself violate the separation, and open your system to the bad guys.



Now add to this we have smart thermostat's available today that has both audio and video capability, now there is a huge privacy problem.  Here is where it gets tricky, one's with the audio and or video capability look the same as those with out.  You can take them apart and look for the camera or microphone, but it still can be tough to be sure.  The temperature sensor in the thermostat looks a lot like a microphone.



This brings us full circle to the Smart TV, do you think you will be able to tell if microphones or even cameras have been made into the TV,  I would have a very hard time, and I did this for the USSS.  Ah a simple rf detector would find the emanations, except, if you have it (the TV) hooked into your local network, it will be sending and receiving signals a good bit of the time.  Now you could talk into your TV and see if Internet traffic increases, it may show, or it may buffer and quick burst, so it would not correlate.   By the way talking to your thermostat may be a way of checking for an audio bug looking with a rf detector to see if there is  correlation, shining a light into the TV or thermostat, may show a camera, being used.  I would not bet the farm on it, but if you have an simple RF detector it may work.



So in conclusion anytime you see "SMART"  TV, thermostat, weight scale in the bathroom, even your refrigerator, beware, it maybe giving up more information on you than you think.  It is often just a chip or two that does all the magic, and they can be hacked like any computer, even easier in many cases.

Victimization has been studied for many years, The Routine Activity Approach is one studied a lot.

In this approach studies made of crime made the finding that crime needs the following parts to exist.

One of the key parts in this approach is the Victim, so this approach does not get a lot of respect from many circles. It is not politically correct to ever put the victim as having any responsibility for crimes they are involved with.

But from the start we need to make ourselves not the Suitable Target, part of doing this, is to do as much as we can to not be in the presence of a likely offender.  If we are around a likely offender, then we want to have people that can be our guardians, this can be friends, or anyone that would be a witness to the likely offender, and raise an alarm.

Part of being a Suitable Target is when we are not aware of our surroundings, or we are distracted, or tired, or perhaps had a few drinks.  All these link to being a Suitable Target., wearing expensive watches or carrying expensive briefcases, can add to the target-ability of the situation.

Likely offenders tend to show up a lot, like late at night, in areas with out a lot of capable guardians, friends others that have our back.  So say at a bar parking lot late at night, we need to have friends around that are watching out for us.

. Cohen & Felson developed the approach after studying a lot of crime around the country.  It is controversial, but based in fact.  The other part to the Guardian approach is for the world to provide someone to control the likely offender.  Police,or at times handlers for high profile likely offenders.  The problem is the Police are not around all the time, and or the handlers are paid by the likely offender at times.  Having friends and other witnesses around is usually a better approach.

All the Experts should just take a deep breath, we need to know more about the situation. There is no surprise that ISIS or any other terrorist group would like to blow up a plane. It is the holy grail of targets for terrorist groups, it gives them two goals right off. One it kills a lot of people and makes everyone that flies on a plane afraid. Two, the world has spend billions on securing the aviation system in the world, so to down a plane after that makes us all look weak, and the terrorists love that. There is also no surprise that in many countries of the world most of the people handling your baggage as well as the maintenance of the planes, are followers of Islam. Now this is not a problem 90% of the time but in doing the background investigations the experts are going to advise we redo of all the airport workers in the world, it may become a problem. For all the expertise in the world the ability to see inside each persons head is just not there yet. But as the experts will say, we can tell a lot by interviewing them all, perhaps enough, probably not. But what makes it even harder is that just after you have interviewed the person, is they now may decide you do not trust them. Now you have a real problem, vetted individuals are now in place and they may not be on your side in a moment. Now what, I am not sure. Many of the folks in the Egyptian society have been very poor and very abused for a long time. The Muslim Brotherhood is a part of the society and have been in power before. When in power they inserted their people in every segment of the government. This includes the Aviation Departments of the country. It also includes the Police and the Military, so getting weapons or the know how to use them is also not a problem. Now a lot of the people they are going to use to re check these people for backgrounds may also be from the Muslim Brotherhood. Now what does that mean, it is not certain. But for anyone to think that it is going to be a total solution to re check all the employees is just kidding themselves. Next the screening equipment used at this airport, here is a dirty little secret, to insure that the bad guys do not know how to beat the new systems, many of the airports that may have bad guys working at them, we do not want them to have the equipment, so they often do not have the best of the equipment available. They know this, but continually try and get hold of the best equipment so that can try and develop ways around it. What the solution to this aviation security incident is, is not clear, but throwing lots of money at it is not going to do much, it will make people feel better perhaps but not make the system safer by any measurable means. Governments feel they need to do something, they have to make the Citizens feel like they have control, so they will. It should be an interesting Holiday season.

Reducing your chances of being a Victim using Motion Sensing Lighting

Motion sensing lights can be an inexpensive way of  reducing your chances of being a Victim.

Just a quick look on line found motion sensing flood lights for less than 15 dollars at Wallmart, Home Depot, and Lowe's.   Using them on the outside of a home or business can provide a warning of intruders getting ready to enter or conducting surveillance of your location.

Using four systems around this small home can provide you with a advanced warning system.

These lights also provide a deterrence to the bad guys,  When they see lights come up, they know they can be seen, go back to the basics of CPTED and anti Victimization, bad guys do not like their faces seen.  For attacking shooters it also distracts if not blinding them for a second.  For you inside the home or office, it allows them to seen so you can use a weapon against them.

Anyone conducting surveillance has a chance to be noticed, plus they know this is one more thing they will have to overcome to launch an attack on you.  Yes they can shoot it out with a bb gun or something, but that is still one more thing they have to do, to get at you.  So you can add more alarms, more cameras, but for a reasonable amount of money you can add one more layer of security.

For those with existing lights and very little expertise in installing lighting systems, here is a backup way to get a system started, for less that  10 dollars each ;

It is not as good as the other systems, but can provide you another level of protection.

Task force helping officers with challenge posed by mental health patients

This type of program and Police training is needed all over the US, and it is very impressive, A lot of the problems that make Press headlines are Police dealing with folks that may in addition to whatever has brought them to the attention of Law Enforcement possible mental conditions. Responding officers may not be aware of, or if they are may not be able to deal with a problem like this, until they get the situation under control. But when responding it may help the officers if they have a heads up to the possible problem, add to that any training they may get on the problem. It is very forward thinking of the Police in the RGV, and they should be commended for it, as well as the mental health workers. Key to this though is everyone remembering even if dealing with folks with mental conditions, the Police will have to take charge of the situation, keep themselves as well as all the citizens around the situation safe. Until they, the responding officers, clear the situation insuring everyone is safe, the training they have gotten in Mental health may have to wait. Still being able to talk to the person with the problem, with the additional training it may allow them an edge in dealing with them. All in all a great move by the valley Mental Health folks and the Law Enforcement folks. I hope the funding is bought into line with the needs.

Borderland Beat: Los Zetas, Sinaloa, CJNG, BLO are allied to FARC; DEA

This is not devastating, but worrisome in the fact that the DEA has admitted the alliance. Back in the day (I have always wanted to say that) most if not all drugs came from Columbia, at first the Mexican smugglers just got paid to take the drugs across Mexico to the US. Then the Mexican Cartels got big enough to buy the drugs from the Colombians and sell it themselves. This evolved over years and a lot of people died to make this happen, and still Colombians used other routes into the US, and cut out the Mexican Cartels, this has slowed down some, since the Mexican Cartels control so much of the sales in the US, it is getting harder for Colombians to cut them out. Now the Mexicans have always sold Marijuana into the US, the problem for years it was so bad, next to the (expert growers of California) but then Mexican Cartels started to grow,(and still do) in the US, and learned from the expert growers, and took a lot of the knowledge back to Mexico, who they had some pretty good product. Once again this evolved over time and a lot of deaths, not to mention a lot of Motorcycle Gang deaths, till it all got sorted out. Now the Meth production is going through those same deadly evolution's as well. Now comes this story,showing Columbia Fuerzas Armadas Revolucionarias de Colombi FARC who are the FARC–EP claim to be an army of peasant Marxist–Leninists, which should make Bernie Sanders happy, they are akin to his ideology in many ways. But alas they need to make more money the movement is failing because of , it don't work. So in full circle, the Colombians are working for the Mexicans at this point, and expect this evolution to be deadly as well.

The basic Elements of CPTED are:

During design you try and accomplish these concepts via Passive controls, in other words by using things that do not add to the cost of the project, and that do not require maintenance costs.

The next step is using Passive controls that may add to the cost of the project, but have no real maintenance costs like mirrors, sidewalk pavement design (to separate one groups area from another), and even walls and fences.

Lastly any further vulnerabilities, can be addressed with Active measures, like lighting, CCTV, Alarms,things that cost in both purchase costs as well as maintenance costs, and up keep like power costs.

If designed well, passive measures should reduce the need for as many active measures, normally used.

For property managers, any reduction in Active Measures, means less cost and less upkeep.

Interviewing skills need to always be honed and if possible improved, but it takes work

The concepts of conversation, interviews, and interrogations, often seem to get mixed together and confused, which in itself can be a valid questioning technique. But we just need to know where we are in the interaction. The defense will try and portray everything as an interrogation, I try and portray everything as a conversation. A good read on the subject is, Interviewing suspects:Practice,science,and future directions, by Saul M.Kassin*,Sara C.Appleby and Jennifer Torkildson Perillo at a John Jay College of Criminal Justice,NewYork,USA conference.

Learning and keeping up with interview skills is a constant thing. Some follow the PEACE technique, others stay with the Reid technique, all are valid, but the Reid technique, seems to work better when you have a bit of authority behind you, in private practice, PEACE, or what I like to use, a modified cognitive interview technique, may work better for you.

Lets start off by saying yes it could have been placed on the plane, I searched my first plane at Washington National airport, it was for Senator Kennedy going home for the weekend, he was thinking of running for President, and was given US Secret Service Protection. If a maintenance worker had placed it back in the aviation compartment, I may have missed it. Tough place to plant a bomb on a commercial airplane, and very hard to find, if you knew to even look for it back there. Perhaps the bomb dog would have found it, or the pilot, or..

How could a bomb be placed on the Air Bus 320 at the Egyptian Airport, lets look

First, the plane and Air Bus 320 one of the work horses of the worlds aviation fleet. Used all over the world by many airlines.  Good plane.
It is very preliminary, but what is leaking now, right or wrong is the bomb (if there was one) was planted somewhere between the lower blue paint on where the tail hits the belly of the plane, and the back of the wing.  There is both cargo space back there, as well as areas that are used for electronics and flight controls.  This is important if a bomb was placed by a ground handler from the ground crew of the Airline or the Airport.  Airlines are not usually really happy about Airport people playing with their aircraft. On the other hand many ground crews in these airports are contracted by airlines not airport employees.

So as we know many fundamentalist Islamic followers work at the airport, actually all over the country.  There are many that are or where members of the Muslim Brotherhood, as are military men, policemen, the cobbler the baker and candle stick makers, still a going profession in this area.  The evolution from Muslim Brotherhood to ISIS is not very far.  Still I am hearing by the hour of how corrupt the airport workers there are, this is not hard to believe,  most people make a few dollars a day for their labor.  Corruption is a survival tool that is nation wide.

The path into the airport by passengers is by the terminal with both checked bags and carry on bags going through some level of screening,   Unless of course someone has been bribed, then it could bypass screening.  That of course could happen in any country to include the US, in fact look at the TSA screeners charged over the years, and you can see how it could happen.  Now our background checks are quite a bit better than those in Egypt, but still bad things happen.

Paths to the plane by maintenance workers, baggage handlers, fuel handlers, are thru different means, some go thru screening like the passengers, others though vehicle gates around the airport, others thru maintenance buildings located in and around the terminal of the airport. It is not a big airport, but a fairly busy one.
Here is the whole airport, with gates all over the place.  If you look on the lower center, those facilities also have access via gates to the airport.
 The next picture shows the terminal areas of the airport, there are two main terminals now, with a third on the way, the rest of the buildings are support facilities, like cargo, maintenance, and Administration.  Notice also that most planes are boarded away from the terminal, via bussess and such.
 It looks pretty nice and in this picture calm, but normally the airport is a buzz with traffic vehicles of all types, as well as a lot of people walking around.
If you are authorized to be on the airport, or in a country like this one, are high enough up in the Government, you can make your way to many of the planes.   If a person accessed the plane with a bomb, which could be anything from 11 ounces like the bomb that brought down the Pan Am Plane over Lockerby Scotland,   Or it could be much larger, say 20 pounds or so.  I would worry about it being that big, it would have had to have left quite a bit of residue, that should have shown up by now.   Since it did not have to go through screening it could have been placed strategically to cause maximum damage.   In which case a 5 pound bomb could get the job done.

Getting a big device through screening would be very tough, not impossible with insider help.

I have discussed the screening differences in other posts on this blog, but this is looking at the insider threat.

Yes, we do have insider threats here in the US, yes we do have Islamic workers in our airports, flying our planes and working as security and police.  Most if not all pose no threat.  But we have had extremists working at our airports as well, but still they would have to be very careful to keep others from noticing them.

Now Egypt, the ruling party a few years ago was the Muslim Brotherhood so they had people in all levels and parts of the Government.  Many when the Muslim Brotherhood was kicked out submerged into the mainstream of the country, but has always had, and still have a very angry feeling toward the Egyptian Government.  These folks are many, and are at every airport in Egypt, as well as in the Military, so getting explosives is not a real problem, as Police so getting onto the airport is not a problem.  As a maintenance engineer, they would know just where to place a bomb.

So could it happen yes, could it happen again, yes, unfortunately could it possibly happen here in the US, yes, it would be hard, very hard, but doable.  

The bad news is the first thoughts of a shoot down also could have happen.  Many soldiers in the Military are closet Muslim Brotherhood members, in fact whole crews of surface to air weapons systems, may well be.   So it could have happen that way as well, there are surface to air systems all around the Sinai to protect the country.   Just so you can not sleep well tonight this is a fear our military leaders have as well, they also know we have groups of Islamic soldiers that band together, and .....  But that would never happen.

Home Defense Shooting Distances, and best cover positions

I keep getting this home diagram in an ad, so I will use it.

How you decide what you decide, is your opinion, all I ask is you think about it.  Most of the time people use what they train at.  So with that in mind the last time you went to a gun range, did you ever think about how you are standing and shooting.

You may want to think about getting down behind something and shooting over or around it.

Have you ever thought about if you had to use the weapon in your home, what the distance you would have to fire is.  In most homes not very far, so you may want to have an idea of what that distance is and practice at something around that distance,

Do you know what the size of your doorways are?  That normally is just slightly wider than the man shaped target you are shooting at.  Good frame of thought when practicing, the aggressor showing up in the door frame.  You situated behind something in your room, shooting over or around it.

You can practice removing your weapon from a holster, but when you get home practice getting it out of your night stand, or where ever you have it.  By the time you are going to shoot it should already be in your hand, with extra loads nearby and your cell phone already dialed into 911 and they are listening as well.  (this by the way tends to hurry the Police response)

Ok, with all that in mind, what are you going to do in your home?

By the way in your home is your position to shoot, going to put other family members in danger.  Not as big a point as you would think, but if you had options, not shooting with the Children's rooms in the line of fire, would be one to think about.

Latest take on the downing of the Russian Plane over Egypt: The Chief of Security for the Egyptian Airport has been fired. No passengers showed up on the Terrorist Watch list, Investigators are looking at the Egyptian Airport workers, which some have been known for years to be Muslim Brotherhood members, and may have moved on to ISIS or an off shoot of it. Muslim Brotherhood members are employed in many areas of Egyptian life, like the Military, Police, and yes at the Airports around the country. When the Muslim Brotherhood was taken from power in Egypt (again) a lot of its members went into a sort of hiding mode, so they would not lose their jobs. But they did not take it lightly that they had been forced out of power. Bedouins, who range the Sinai have committed a lot of terror activities, but probably not working at the airport. But the Muslim Brotherhood has people working there as well as they have the technical capability to introduce a bomb to the plane, with out going through the screening processes. More to follow.

Me thinks the Gulf Cartel Terrorist Plaza boss doth protest too much? Unlike many of my colleagues I do not think he would link up with an ISIS, personally I think most if not all Cartel folks dislike Mideastern terrorists as much as we all do. As the mystery continues it is important to remember flying from a foreign country it is always best to fly an American Based and Regulated Airline, or second best an airline with a direct flight to the US, with no stops along the way. TSA stringent regulations only truly come into place in those two instances. Egyptian airlines as do other countries airlines follow ICAO guidelines, but these are often loosely followed. England and the EU have actual regulations much like the TSA, but even they do not have the rule TSA has that any carrier flying directly to the US must meet TSA guidelines. So England will try and push an airport in a foreign country to meet its regulations, but it does not have the authority to do so. TSA derives its authority with the foreign carrier flying directly to the US, by simply denying the flight to land in the US with out meeting TSA regulations. Other countries do not feel they have the economic power to pull this off. But may if this turns out to be a bomb introduced through the airports screening process.
