Gulf Cartel Silences Mexican Border Media: No Mention of Boss's Capture or Violence in Print

The Mexican Government keeps a tight control on journalists, but the Cartels are the big problem. They actively crush journalists all over Mexico, but near the border, even tweets are monitored and can get you killed. We worry about what is going on in the Middle East, but what is going on just south of the border is a level worse, with killings, bombing, kidnapping, and yes cutting the heads off of people. We really need to get better control of what is going on in Mexico. We are concerned about the influx of refugees to Europe, but turn a blind eye to basically open borders between the US and Mexico.

Cartel Road Spikes Legalized by Mexican Supreme Court

Here is one that will make you scratch your head, this week and weekend, Cartel Hit Teams attacking the Government Federal Police used these against them, which a week or so ago had been illegal to own use what ever. But instead the Supreme struck down the law, saying it was poorly written. So now policeman can be killed by using these simple devices. But they are effective, and very easy to make and use. So perhaps it was not the law written poorly, perhaps the Cartels decided they did not need this law on the books. Ah the corruption of the Mexican Government shows up everywhere.

Reynosa’s cartel violence leaves McAllen residents in fear, report says - La Voz

The Texas DPS conducted a risk assessment of Texas in 2013, in this Eye opening report, this fear that people living in the Rio Grande Valley, in towns like McAllen was brought front and center. It is not something that shows up on the FBI crime stats, nor the local Police. If you talk to local residents of these towns, the concern about the Cartels is not far from the front of everyone's minds. People that have lived here all their lives raise concerns of traveling to certain areas of towns, and try and get home before dark. Even high profile communities have often become part of the Cartels zone of influence, where sales, storage, and in some cases homes of mid to high level Cartel members can be found. In Cimarron alone over 7 raids have occurred, everything from vast amounts of money, drugs and suspected heads of Cartels homes have been successfully brought down. The DPS report has recommendations for changes to the FBI Crime Reporting methods, changes that will reflect the real problems the Citizens of Texas are facing, like increased gang activity, tied directly to the major Cartels.

I had the honor last week of teaching a class of collage criminal justice majors at the University of Texas RGV campus. We went beyond the normal Active Shooter and used the Marine Corp Combat Hunter to get a step on the Shooter trying to get that one or two step edge that can see the situation developing. Assassins stalked cartel lawyer in Southlake for two years, files say | Dallas Morning News

Here is a case study, for Law Enforcement or Security that have never been to a CTI course on recognizing Aggressive Behavior of Terrorists, Active Shooters or even in this case Assassins, you may want to at some point. Bad guys are few and far between, but they are out there around us every day. It is like when we tell clients that it is almost a sure thing that you have been close to if not have talked to a Serial Killer. Now detecting these bad guys in not as easy as just looking at them, it is more the actions they take, like conducting survallance on this target for two years. This is the type of planning that terrorists use, not often assassins, it is too much time on target. But targeting does pay off, they flew into the Dallas Ft Worth Airport, got in one or two of a number of cars they had available, watched the target go to a shopping mall, and then killed him when he came back to his car. No one, even Local or Federal Law Enforcement detected the two year surveillance of the target. Three of the team where arrest this last Friday night in McAllen and Endinburg Texas, just a few miles from the border. Two are a father son team of Monterrey Mexico Police Officers.

Meet the Golfo Cartel, some look like bad guys, others like the kid next door, M100 looks a lot like Senator Cruz. When things get hot some of these folks come over the border, some actually have homes in the McAllen area. Usually held in the name of a family member or girl friend, or in two cases locally in the maiden name of the wife. Coming over to the US for the day, week, or month is not all that hard, they can make up new identities, and as long as the identity does not flag with fingerprints or other captured biometric, then they can come and go fairly freely. Others are in the US Data Basis, and come in usually by some illegal means. During the last big battle for control of the Reynosa Plaza, a prime drug and human smuggling crossing point, high ranking members of both factions when wounded, or just needed to hide for a while, lived in their homes in the Mission, Rio Grand City, and even McAllen area. One was caught the rest went back to Mexico for a while to try and take back control of their turf. Some lost and came back to the US, some rumored to be living in Austin, Houston, and Dallas Texas. Others rumored to be in Chicago and points north. The point to be made here is these criminals do not change their spots when they come over the border, they are still violent folks, used to getting their way, and if they do not, act out quickly and dangerously. Most of the time the event will be called domestic violence, or a simple bar fight, or some other report that can be swept under the rug. The victims know not to put up a complaint or they will get hurt worse than they already have, like disappeared over the border, just another American missing in Mexico. We can hide our heads in the sand and keep saying there is not a problem here on the US side of the border, or that even in Mexico things are fine, but it is not. As reported in a 2013 Texas Department of Public Safety security assessment, there is a large unreported crime in the Border Cities of Texas, and that is a fear, that the people live with, it does not show up on the FBI crime stats, nor even in local police reports, but it is here. Yes we need to keep after ISIS and those terrorists from the Middle East, but we also need to stop ignoring the huge terrorist problem in Mexico, that has permeated over the Border, and as DEA says is in every major city in the US. Yes it is the Drug Cartels, but it is also the Corruption of the Mexican Government, who takes the tax money from all the trade deals going on between the US and Mexico, and does nothing to help the Mexican Citizen, but uses it to further the corruption of the Mexican Political Elites. Take just one issue gun running into Mexico from the US, yes it is happening, but Mexico makes far more guns in country than it ever gets from gun running. They have on again off again law suites with Major Gun Manufactures like H&K over royalty payments. H&K knows that Mexico is making 3 to 5 times the weapons they pay royalties on. Yet, Mexico will hold a carrot out to H&K to buy weapons directly from them, if the legal issues are made to go away or at least be delayed for years. Yet no one wants to cross those issues with Mexico, we need to wake up and see what is really happening across the border, and how it has effected us in the USA.

Lets talk the basic OODA loop, and how you can use it for quick action planning, or even longer action planning.

 Observe What is going on Orient yourself to what is going on, then Decide your next act, then Act. The process was developed by a fighter pilot, as the thought process in getting into a fight with another aircraft. Everything happens in seconds, if not milli seconds, and then the situation changes, if you look at the full OODA loop it now has arrows going everywhere. But the simplest way is to do another OODA loop process. Basically with the full processing time getting shorter and the OODA loop getting smaller.

Not the greatest way to show the OODA loop, but try this, as you come into danger, you Observe the situation, you Orient your position in the situation, you then make a Decision, like in an active shooter situation, to Run, Hide, or Fight, then Act. Let's say you hide, your next OODA loop process should be, Observe the action of the shooter, Orient yourself in the new situation, Decide what to do next, stay hidden, run (probably your best option) or fight, then Act. While you hid on the first loop, you can see some options to run as the shooter is busy, so perhaps run is the answer. Or you may decide to fight, at least long enough to get distance from the shooter, so you pick up things to throw and fight with. Once you decide, then ACT.

But you must always be thinking of your OODA loop before situations develop. Like if I have to run where am I going, if I have to hide, where, and is it cover or concealment, or fight, remember you just need to fight enough to get by the shooter, so you can run.

Try it you will like it.

Free Rein: Gulf Cartel Used Heavy Machinery to Remove Police Camera Network near Border

If you want to know who controls Reynosa, the Gulf Cartel actions over the weekend erased all doubt. one of the cameras was right outside of the local Mexico’s Attorney General’s Office. The Cartel brought in heavy equipment and not only brought down the cameras, they destroyed the network infrastructure used to make them work. Mexico never really got them on line, and during installation the the technicians had to be under armed escort. The Cartels had their own camera system installed a while ago, and then the Mexican Government came and took the ones they could see down. Some thinks this is payback. Interestingly enough the Cartel is rumored to have hacked both the US and Mexico cameras already, so the point of taking down the cameras is What?

Overview of Course
Information Security is a critical aspect of corporate operations, whether it is Voice, Data or a mixture of both. Students will learn how to select instruments for a Go-Bag of espionage equipment and how the instruments are used to conduct a basic counter espionage sweep of executive suites and meeting sites. Hacking Threat
Students will learn how Hackers acquire information from unsecure computers and the best practices to secure personal and business computers. Students will learn cyber security methods while on the road with traveling executives and how best to defend their own systems in the process.
Students will learn all of the above in practical exercises with team and individual applications. Swiss banks face scrutiny over Panama Papers

Both old and New Money families are really hoping this just goes away before they are caught up in it. Politicians on the other hand realize the criminal aspects of this may not be to bad for them, but the political damage could be huge. The big money will lose money, the Politicians will lose jobs. What should be watched the most are the big bankers, the ones not liquid for cash are going to have a difficult time just paying fines and such. Plus if they used any of their banks funds to play fast and loose, then they could see bad things on the horizon, I wonder if President Obama is ready to bail out any banks found playing games here. The Panama Papers have been out a while, so most of the investigations have been going on for a while, now next is who is going to have to pay the piper for bad dealings.

This is a real threat, that is what the FBI is saying while DHS is claiming it is not such a real problem at this time. Take a look at what a group of hackers from Russia did to the Ukrainian Power grid. Could it happen here, yes. We in the US are in a real catch 22, to monitor the grid for any type of failure our Power Companies are on the Internet, yet this is the same internet that the hackers are using to bring the system down. Most of our Water and Waste Water systems, another target of the Government Sponsored hackers from China, Russia, and yet North Korea and Iran, among others, try and stay off the Internet as much as possible for the operational controls. Like any attack on our systems, the hackers learn a little more about our systems, hopefully we are also learning a bit more to stop them.

Narcocorridos: Ballads Of The Mexican Cartels : NPR

Out City leaders on the Texas side of the border across from Reynosa Mexico keep telling us how good and safe it is on the other side of the border, yet as you walk down the streets of Reynosa, you can hear these Singers singing songs of how romantic it is kill other people, how ambushing another Cartel is such a good thing. By the way these songs and singers are on the McAllen side of the border as well. Speaking to some of our youth, they admit they often play these Narcorridos Ballads. They think it is sexy and out of the edge, one Hispanic child said it made her proud to be a Mexican, because the Cartels scare the normal US citizen. This stuff has to stop, I am not sure, perhaps we can ask the Black Ministers that fight the same thing from the on the edge rappers. You want to make a start at stopping the drug violence, get Wallmart to stop selling the CD's. They have stopped sell some, but others, many others are still out there. In one shooting, and many more have happened, a motorist was playing one of these CD's and pulled up to a red light next to a bar run by a rival Cartel, a person stepped up to the car and shot at the driver and passengers. In LA this has happen more than once and if you mistakenly drive into the wrong part of town in South Texas in can and does happen here.

Then kids play them and the drug culture is even more romanticized. Part of stopping the Cartels from taking complete control of Mexico, and perhaps parts of the USA, is to stop this music from gaining ground, like being sold at a Wallmart, where your child may chance to buy it.

Jimmy Carter travels to Israel to monitor the elections in the Gaza strip and the West Bank between Palestinians but could care less that in one week five assassinations have occurred in Mexico in the run up to elections there in less than 2 months. News from The Associated Press

2 dead, the initial headline are Active Shooter, sort of the call to arms of the Press these days, today I will be giving a talk at the University of Texas Rio Grande Valley. The talk is about active shooters, but it is more about stepping up the game on them. People that have been familiar with my talks for the last few years are aware of my push to find bad guys before they act. This can be terrorists, rapists, deranged gunmen, bombers, workplace violence, even purse snatchers. All have pre-event activities, for a purse snatcher, it is finding a location or block that works for them, then it is looking for the most opportunistic victim going by. Just standing or walking by they can often be detected by being aware of the interest they show in someone. Like when I teach executives security awareness, they report seeing people being followed or targeted, but other people. This happens because the person targeting you for an event, is watching you, not the people around them, leaving them open to be seen by other security aware people. So in many cases we will see the bad guys targeting others, and we need to report it, just like it was going to happen to us. The police may not be able to do much about that report or anonymous phone call you make, but when tied with other reports and phone calls, can at least look into the guy. If the officer has been taught by CTI or someone like us, they will be able to talk to the person, and elicit as much information as they can, perhaps enough for an arrest, or perhaps enough for digging a little deeper into the now suspect. Of they could find nothing and leave him alone. Security guards can also be taught these techniques, to dispel a threat to a mall or other facility. And as today when I talk, it can be you that can find the next Active Shooter, before they strike. Remember most Active Shooters, have conducted pre event surveillance, planning and even rehearsals of some type, just like the terrorists do, perhaps not as long or extensive, but often detectable if you are security aware.

The Philosophy of Security: We need to understand that more money thrown at the Border may not be the answer, better management would be more effective

There is this rush by both sides Republican and Democrat to make the answer to all our Terrorism and Border Problems, simple give them more money. I think we need to pause and think first, as shown by the testimony at a recent Senate Homeland Security Committee, Management seems to be the problem not more money at all times. Yes budgets are important, but it is like a scam we see often on TV you give money, yet less than 10% gets to the people that need it. The same is happening in our Government, CBP asked for and got more money for overtime, with the largest portion going to management not the Agents in the field. Bill Bratton of New York is crowing that the new Mayor he works under has provided more police and upped his budget, but all the people see is a huge rise in crime since he started. They are using more Police with less and less effectiveness. But this has been a hallmark of Bratton all along his career, more is better. He is a good Police Chief and really was at the forefront of new policing practices, at least when he started. He needs to think of how to get more effectiveness out of his police, which is a management issue. All our Defenders do, bigger Government is not the answer. We need to take a real hard look at what we are doing on this war on drugs and war on terror. We need to think smarter, The bad guys are.

Please allow me to give the Committee two examples of how this is impacting our operations. When Customs and Border Protection Commissioner Gil Kerlikowske became aware of this hearing, he hastily put together an operation aimed at interdicting heroin coming from Mexico into the United States. This operation is now in the fourth week of four and has been a complete failure. I personally spoke to the Agents participating in this operation and asked the following: • Were you given any idea of how this operation could be a success? • Were you given any intelligence that would help you be successful? • Were you given any training on how to conduct the operation? • Were you given any intelligence specific to heroin smuggling? • As a Border Patrol Agent, are you familiar with or ever worked at a Port of Entry? • Were you trained on how to work at a Port of Entry? • Are you aware that this operation is not only to seize heroin but to also gather intelligence? • Do you know if any heroin was seized during this operation? • Do you feel this operation was properly planned and communicated to the Agents assigned? • As per its stated purpose, do you feel this operation was a success? Except for one K-9 handler who was formerly an Office of Field Operations (OFO) Officer, none of the Border Patrol Agents whom I interviewed were familiar with operations at the Ports of Entry. All other questions were answered in the negative. This poorly planned and hastily put together operation cost tax payers thousands of dollars and achieved nothing other than allowing CBP to tell this Committee they are doing something

Let me give you another example, on February 23, 2015, a Bisbee, Arizona Police Officer made a routine traffic stop on a U-Haul moving truck. During the stop and while speaking with the driver the officer developed enough suspicion to call a Border Patrol K-9 Handler to conduct a free air sniff around the truck. While walking around the truck, the K-9 alerted to the presence of a controlled substance or persons inside the locked storage unit of the truck. Several thousands of pounds of marijuana were discovered inside the truck and it was later determined that the truck came from a home in Naco, Arizona. A subsequent search warrant was obtained and in the early morning of February 24, 2015, a tunnel was found on the property of the home. It is estimated the tunnel was used for several years prior to discovery. This was great police work and all officers and agents involved should be commended. It is, however, a complete breakdown of the intelligence cycle. Prior to writing this testimony I spoke with three of my former colleagues at the Brian Terry Memorial station. This station is assigned 3 to the area where the tunnel was found and all three were absolutely amazed that a cartel was able to run contraband directly under the nose of several hundred Agents for so long. They chalked it up to the lack of intelligence gathering by the Intelligence Agents at the station. The intelligence was never gathered even though agents assigned to that area believed that there was a tunnel in operation in that area for years.

Now this is a big part of the problem, the Governments answer as well as the head of the Agencies answer is always the same, give us more money for more people and technology, but can we first see if we can do more with what we have.

On the front lines in this war on terror in the USA, are many like Samy here, who had a plan A of going to Israel and fighting against the IDF, but then opted for plan B a Masonic Temple. He then conducted recons on the Temple visiting it a few times, conducted survallance, developed a plan, then, decided that he needed more people, recruited two more people, gave them the plan, down to the holding the lobby and the escape from the shooting. His larger plan folded into a bigger ISIS goal of causing distrust and fear. The bigger states and towns have larger police departments, but smaller towns have limited resources but still must provide the services to their Citizens for protection. In a statement to the Senate Homeland Security Committee, Poiice Chief Wally Sparks Chief of Police Everest Metro Police Department Weston, Wisconsin, shows what many do not realize, that many smaller towns around the USA have to make this work somehow to fight terrorism. As he stated in his testimony: 49% of all police departments in the USA have 10 or less sworn officers. Small Police Departments have 60% of all the Law Enforcement Officers in the US, 86.2% of Local Police Departments have less than 50 Sworn Officers. Expert tells Senators ISIS not following al Qaeda’s lead in planning terror attacks | Government Security News

This expert does have a good point al Qaeda only wanted clean non arrested members for the most part, ISIS seems to not care about a criminal back ground, and in fact seem to use it as a qualifier in many cases. I think one has to remember that their are at least two al Qaeda factions out there the main is the Original group of 9/11 and the second is the Cleric out of Alexandria, Va. who sent the second and much easier Fatwa for followers. Al Qaeda Original was more controlling and required planning that assured at a least 75% of success, and only people cleared by them could work in their name. Al Qaeda Lite has none of these restrictions, anyone could use their name, if all you had was a fire cracker, use it to cause chaos in a movie theater. AQ lite also had an online magazine that reached into the homes of mainly youth in their basements, giving them a way to be part of the greater movement. Many followers flock to the new less restrictive AQ lite, and we saw the lone wolves reach out from their basements an try to strike, it gave all of them a name. AQ heavy or original did have lone wolves, like the CIA shooter, but once more the leadership had to approve the attack, and did provide money for it. Who had the better bomb maker was always in play. But in the end AQ lite seemed to have the more innovative more risk takers. Now ISIS had all the good points of AQ lite, plus much better funding and even less restrictions. It is a free for all, ISIS has a online magazine, but it has far less actual bomb and attack lessons, it is more a propaganda piece. Bombers trained by AQ perhaps even heavy as well as AQ lite are found in both ISIS as well as Al Qaeda. It is said the bomb maker used in Paris and Brussels was trained in Iraq or Syria along with 7 others that are still out there. That little team of 8 fanned out to what ever groups needed them. The instructor rumored to be a former Brit Engineer, had trained other classes before and he may in fact be dead himself. The real problem bomb maker that did the under ware bomb and the HP printer cartridge bombs, seems to be either dead or way undercover at this point. In any case he seemed to know his value, so did not train others, or at least as many. But there is a big difference between the two sets of bomb makers, one was very good at making the triggers and actuators, the others seem to be very good at making the mixtures for home made explosives.

We are being told we have no security against these Terrorist attackers. This is just not the case

They have to expose themselves numerous times to carry off an attack. Good planners could take months, the Paris and Brussels folks took weeks and months to plan attacks, they were a year into the planning of the Nuclear facility in Brussels. The events used for the planning shown here are just the ones that they must use to expose themselves. There are others that Law Enforcement can use to track funding as well as telephone and data traffic. Report: ISIS militants use mustard gas in attack on Deir al-Zor airport - Middle East - Jerusalem Post

If this type of chemical attack makes it out of the Syria, it could be a game changer for all of us. Even a small release of Muster Gas in a plane in the air already could be devastating. Our security screening systems are not equipped to deal with this threat in a small scale. It would not take a lot to move our protocols so we will have a better chance, but the operational costs will be huge.

Party activists killed in pre-election violence

With Mexico Elections 2 months out, the leader of one Party is assassinated, with other lower level leaders being killed as well. The leader of the Taxi Cab Union was killed along with his bodyguard last night. With all the problems we think we have, nothing matches South and Central American for gun violence and assassinations during the election season. In one election season lower level city elections had over 50% of the folks running assassinated before the elections, and another 10% after the elections.

Feds left 'explosives' material aboard school bus after training exercises, parents told | Fox News

This happens, the training material or aid's are not dangerous, even when a plastique explosive is used, it is harmless until an active military grade blasting cap is inserted into the explosive. The French Airport Police put a training aid of active Semtex in a passenger's luggage it was not picked up due to a real bomb threat at the time, and the Passenger found it when unpacking in another country. In fact these training materials are used all over the world, training K-9's is tricky and the handlers all need to train in every environment they may face in real life. That type of training is what has kept thousands of lives safer over the years. In most cases the training aids are inert and can not be used as an explosive, other times the training aids are just the wrappers that used to hold explosives and retain the smell. Of the thousands of training assignments carried out all over the USA and World, there are bound to be mishaps like this. I know of over 100 or so in a 35 year period, and no one has ever gotten hurt over it.
