'One ISIS attack every 84 hours'

This is what unrestricted immigration can get you. You hear about the in depth background checks being done on refugees coming here. There's two big problems with them. One ISIS has been in control of any files on these people, and can sanitize them before putting them into the system. Two most of these refugees have come from villages that have not even recorded birth records correctly, let alone any criminal records, or terrorist affiliations. So you can search their backgrounds as much as you want, and never know anything about them, or their families. So most of these extensive background checks rely on strictly negative information so no information is substituted for they are good guys.

UN atomic agency helping guard Rio Olympics from ISIS terror attack

Dirty bombs are always problematic, and in some perhaps most cases, not anywhere near as devastating as many imagine. Following the trafficking on nuclear material, many have been determined to be medical supplies even medical waste at times, which can be dangerous, but not necessarily devastating. The bomb is normally an explosive wrapped in some manner with the nuclear material. In the few cases that very dangerous nuclear material is stolen or sold, it's use as a dirty bomb could be devastating, but normally people out of the actual blast damage, could be De contaminated with existing protocols. Areas contaminated can be cleared also with existing protocols, it would probably take months if not a year, and warnings would have to be given for any further use of the land. We have learned a lot from previous nuclear exposures. Terrorists and others attempting to use nuclear materials, in a dirty bomb device, have in a number case's been sold, as stated before medical waste or supplies as bomb grade material, and it is a cause for real concern, but not as devastating as it may be believed. In other cases material that made a radiation detector show activity, but in most case's are mainly inert dirt mixed in with a very small amount of active material, once again dangerous but not necessarily devastating. With out going into the types of nuclear materials or their numbers often associated with them, the ending number being odd or even can be a very big deal. A high school student could work most of it out, but even then the former Soviet Union and it's controlled States have been found to be sorely lacking in both controls and proper numbering of materials, so many lost or stolen material from the break up of the Soviet Union was often mislabeled. After the break up the new Russia was about as concerned about what the break away countries had as well as the USA, so Russian Military oftentimes worked with the USA Military to go in and confiscate what nuclear material that was known about. Remember that the Russians have as much concern as we do to being attacked by Terrorists. Still it is a real threat that can not be taken lightly. Even a very small device could render an event venue unusable for months, NIST could probably tell the type of material used rather quickly, but all nuclear material can pose a health hazard.

This is another critical security problem that needs to be addressed. It is easily solved get rid of the wireless keyboard and mouse. What we have to remember is that anytime you hear the words wireless, it means a transmitter and receiver is being used. This also means it is a vulnerability that can be exploited. Often without you even knowing it. So in the morning you turn on your computer and type in your passwords, now someone nearby has those passwords. Hackers create Safe Skies TSA master key from scratch, release designs

This has been out there for a while, but everyone should know even the cheapest 3D printer, can make any key like this from a few good pictures. There's also a key code program available for 3D printer's, so anyone can make a key by code. So, if you have a key code reader, available on line for less than a buck. You need one for each type lock, or you can buy the key decoder for say a kwickset lock, and come close enough, or fall back to a simple ruler, and measure the key cuts. I am told even Medico locks have been beaten by 3D printer's, which is really a misnomer, since you have not beaten the Medico, you just copied a key. If bump keys have not killed key locks this use of 3D printer's may.

Shooter in Mich. Courthouse Killings was School Volunteer

This should be a wake up call to anyone who uses volunteers, child attackers, have used volunteer positions to get into schools and even kids church events. Hospitals have also been targeted in volunteer position scams and cons. Take a look at any positions available for volunteers, make a policy that states all volunteers go through a background check, a good one. If it is a policy that takes away the bad feelings this can cause. It's the policy, nothing we can do about it. The Boy Scouts require it, as well as a two hour training block on how to recognize grooming behavior in other volunteers. They also have strict policies on anyone not a family member being around the kids. It actually is very well done, I would hope churches would follow similar policies.

Dump truck driver targets Pittsburgh FBI building, crashes vehicle through front gate

There is a lot to learn here. One the vehicle barricade did what it was supposed to do. It stopped the truck before it got to the building, mission accomplished. Two, if the standoff distance for an explosive blast was at or near the entrance gate then perhaps the vehicle barrier did not work effectively enough. It will be interesting to see what barrier vendor it was, and what rating it had been tested at. I have designed these barriers for quite a few client's over the years, in most cases these results would be fine. But in a multi truck attack, like is sometime used in the mideast the second truck may well have been successful. There is still a lot to be learned here. Was this a test, if so I think they have learned a lot. In any case I think the bad guys learned a lot, and we in the protection business are going to have to rethink some design changes.

Munich Gunman Planned Attack for a Year, Officials Say - American Security Today

We need to understand the planning segment of these attacks, there's plenty of pre planning activities this person did that gave us a chance to stop this attack. Yes he may have brought the weapon, ,onthe dark web, ,but paying for it, taking delivery, all happened in our world, as well as the ammunition. How no one noticed his fixation for multiple victim shootings is perhaps a mystery we will never solve, but the signs were all there. Students often ask me how I research all this stuff and do not get picked up. The answer is I make it as easy as possible to find me, and of course I am known in the field. Most of you in the protection field should be researching these events as well, the worst that should happen is a visit by someone in law enforcement, with questions, treat them with respect and openness, and you may end up with a file, but it will be used to clear you faster for the next time. I have been asked a number of times if certain people have turned up during my research, if they have I tell them, they are on our team. With minimal exceptions I have been able to help with information with out involving a client.

Young ISIS followers, are reading about other attacks, and as the propaganda from AQ and ISIS guides point out to these easily led children, if all you have is a knife use it. We all in protection need to understand knives what they can do and what is legal to carry. We also need to understand the penchant for the use of Combat knives, sort of the assault weapon of knives. One attack actually held up their attack until these specific "Combat " knives could be obtained. In this case by mail. Still a Machete is associated with attacks, and they can be found in most hardware stores as well as survivalist and military supply stores. Interesting while carrying a machete on your ranch or farm, even in your backyard to combat weeds is legal, the same machete in public can be considered illegal. So once again if you notice someone buying or even brandishing a machete in a suspicious mode, you need to report it. Most people contemplating using a knife or machete in a offensive mode, will not react well to questions from Law Enforcement. So you could well stop an attack before it starts. Remember learn the laws on carrying a knife in your location, many combat even hunting knives are illegal to carry in public. You may save lives.

Gunman goes on rampage in Munich mall, witness and media reports say

Shopping Malls have been keeping USA Law Enforcement on edge for years, after the shooting in Germany today, it is at the top of the list. This is not the first time shopping malls, one of the soft targets the USA is most concerned about has been successfully attacked. In North Africa a shopping mall was attacked by a small group of Terrorists, and stayed under their control for about 24 hours. This would never happen in the USA like this our Police response even in our smaller cities, is much more effective. Still it is a real threat, one or more shooters could easily kill over 20 people in less than a few minutes, far faster than any response our police could muster. The shooter in Baton Rouge went up against un suspecting Police Officers and killed three and wounded 3 in less than 8 minutes. Many of our Mall Security Officers have had training from Home Land Security Contractors, but there's a lot of doubt of how effective it was or is. So everyone is back to , we are our best security in situations like this type of active shooters. Keep an eye open for ways to escape when in a mall, restaurant, movie theater, or any where else. Always have a straight line exit plan from danger at all times. Be looking for a place to hide if an exit from the shooter is not available, but with the idea of escaping if the opportunity presents itself. While thinking of your next actions, also keep in mind that you may need to fight your way out so be looking for objects to fight with, or distract the shooter (s) as you escape. Where I do believe most of this happened, this expose, is wildly inflated. Yes there often were wheels up parties after the President left and was far enough away that he wasn't going to return. Wheels Up parties in most cases were used to decompress often with the local and or other Federal Agencies. You are working close to 24 hours a day leading up to the arrival of the President, we tend to make life tough on those working with us, so a decompression and mending of fences is needed. TSA Testing New Idea to Speed up Airport Security -- Security Today

This is a good idea where technology and security needed to come together at what looks like the right time. The aviation community looked at putting these CT Scanners at the carry on bags check point after 911, ,but the weight of the machine could not handled where the check points where located. The machines back then also where twice the size of the normal Xray units, which would have reduced the number of screening check points. Both the size and weight have come down to very near the existing screening machines. There was another reason that automatic type screening was not moved forward, in checked baggage weapons like guns or knives are not a real threat to the flight, and any bombs had to be in working condition so easier to find. Both are not true with carry on bags. Bombs and other weapons can be dismantled to make them easier to hide. The real question is can the new equipment find these hidden systems. Now the advantage is that screening people will be at the machine as well as the passenger, so suspect item's can be flagged and responded to immediately. Still the question is can the automatic detection machine be programed to detect dissembled weapons with out slowing down the throughput to much. It will be interesting to see how the tests go.

Preventing terrorism-by-truck in America would be 'extremely difficult,' officials say

It will be a challenge that I am not sure there is a good, or even effective solution to this attack. If you read the advice given, it points to a pickup truck, or if you look at what was used in Canada, it was a 4 door sedan. So in every event securing against a vehicle attack, each place you draw the line for securing against this type of attack, there will be a soft target just outside the security perimeter. We as in any attack or crime, ,need to be more anticipatory, looking for the pre planning. The Nice attacker was noticed 3 times driving near the route he finally used. This is the type of pre attack planning we need to be looking for. We will not be successful every time, but our chance of being more successful if we try, is far more than if we rely on just static check points alone. On high threat events there's a need for training on looking for the unusual, the out of place, the that doesn't fit actions of pre planning for events and crimes.

Police say Baton Rouge gunman ‘was targeting officers’ and ambushed them

It now shows that the whole incident happen in just 8 minutes, they engaged around 8:40 AM and the shooter was down at 8:48 AM. As in most ambushes, the shooter or aggressors chose the time and place most effective for them. The other big factor is the aggressor(s) has already decided to engage, the Policeman, has to determine if it is a shooting situation. This always gives the edge to the aggressor, perhaps only a split second, ,but that's the edge the aggressor needs to get off the first shots.

The sovereign citizen movement.which a number of reports are stating that the Baton Rouge shooter was a member, is confusing since most of its ideology comes from the Posse Comitatus organization, which was White Supremacist group, that did not allow blacks, or most other minorities. There is a lot to learn about the shooter, but we need to make sure we get it right. My last counterfeiting case support for the USSS was against a Posse Comitatus group that did not believe in the US Federal Government. One of the people wrapped up in the case, told the Marshall's he was carrying counterfeit on him, when they searched him, it was a few one dollar bills. I remember the confused looks on the Marshall's face, till I explained he did not consider and Federal money valid, he thought is was all counterfeit.

New urgency for Cleveland security after France truck attack

I am not sure if there was a new urgency for the Secret Service, vehicle barriers are pretty standard, but the new urgency to protect the protesters from a Nice France style attack is high on their agenda for the Police. Team's involved with protective assignments also need to understand how they can defend against this style of attack. Barriers are the most effective deterrent, but not always available or operationally practical. So other means to mitigate the problem need to be developed. Shooting at tires can have some effect, but disabling the driver quickly is also effective. The key is to have a solution in your plans is key

Nice 'terror attack': Horrifying footage shows moment truck ploughs into screaming Bastille Day crow

Still a lot of information coming in, and a lot of it unconfirmed, but we are getting very disturbing video. The Truck is shown approaching the barriers put up by Police, it seems to pause for a second and then run through the barriers and immediately hitting people, with the truck visibly bobbing up and down as it goes over people. The Police, a lot of them, from the barrier point, chasing down the street after the truck as it continues to hit people. A factor all Police and City Fathers need to take away from this. If a person is going to kill a lot of people running through a barrier is not going to be a problem for them. It is a very difficult call for Police, to shoot at a vehicle just because it ran through a barrier, yet when it was apparent that it was running down people the Police at the barrier, could not get a shot. Perhaps a different deployment of Law Enforcement is needed. One Police Officer perhaps another to back them up can tell a driver to stop as easy as a great number like we saw here. It maybe a good tactic to have police further down the road, to be able to shoot at the driver. Still we do not know everything, in fact perhaps not much, but we do need to be developing plans for hopefully preventing this type of event, and if not stopping it quicker. Planning for the next event should be a talk at every roll call in the coming days.

Use of a truck as a weapon is a tactic advised in the Islamic Magazines on terror, this was in Inspire magazine a while ago. If you look in the picture the Police are behind a tree, with long guns at the ready. This is still a situation in flux, there are rumors flying all over the place. One is that there are hostages in an hotel nearby, but not confirmed. You can see bullets have hit the front of the windscreen of the truck, most seem around a passenger space, not the driver, but that could just be the angle of an attack. Thinking of copy cat attacks over the weekend, please keep in mind to left or right of a vehicle attack, with the goal of getting something substantial between you and the vehicle. Most live tree's over a foot thick, will deflect if not stop fairly large vehicles. If you get into a building, get at least 20 to 30 feet in to reduce the chance of a vehicle either entering, or throwing objects the vehicle hit further into the building. Moving left or right, is the quick goal, vehicles have a harder time keeping in control in a turn, plus they loose forward momentum.

China's Old-School Spies

Old school tactics bolstered by new technology can be very effective. Our side has learned this as well. China plays the long game in espionage better than any other. This article is one of the best on some of the plots the Chinese have used. We need to understand the Chinese methods and planning, we worked the Soviet teams for years during the cold war. The agency and FBI desks on the Soviets was twice the size of the Chinese desk, and the budgets followed. We still have to worry about the Soviet now Russian threat, but resources have had to be amped up for the Chinese. And the game goes on.

This will be a setback to some investigations, but most will be put back on track with warrants, which many agencies and departments are already doing. What many consider the bigger problem is how many are in the field in the wrong hands. There are a few ways the bad guys can get hold of them. Making deals with foreign governments is the easiest way, thefts do not always work since most can be turned off remotely. Unfortunately a number of countries are allowing them to be built for sale, not having to worry about the niceties of a legal systems, they are reported to work better than the originals. They have been found in the hands of the Mexican Drug. Cartels, as well as other criminals, small countries, even larger ones have found that having untraceable units around. It would appear that the drug company skirted the law, ,and made millions doing it, ,yet it appears that since once the drug gang was outed the company gives over records showing they knew for years what was going on. Yet it also appears that no law enforcement agencies asked for a search warrant for the records of the Drug Company, to see what other suspect drug sales they had. It points to a problem that is permeating our Country. Instead of companies and citizens working together with Police to stop crime, they would rather sit back and tell people, oh look at those crimes, and the police are not doing anything about it. It is time we all took a hard look at the direction we are going.

Can technology protect soft targets against mass shootings and terrorist attacks?

I can see this technology being very helpful, but it would slow down as more people had to be searched further. In an airport environment, it would probably have to be paired up with preferably two whole body Imager's to vector people off to, as a way to keep the speed up. I could see a mall or even a city buying one to use for random screening at times. Moving from entrance to entrance in a random or risk based protocol. I would definitely like to know more about this product.

Now these numbers of offenses shows a real problem, that TSA needs to get a handle on quickly. The latest investigation from House Republicans found that there were 17,627 allegations of misconduct, or the equivalent of one complaint against one in every three TSA employees, in fiscal year 2015.

Air marshals say a party-hearty attitude prevails at the agency

Unfortunately the Air Marshal program since it's inception, long before 911 has had these problems, when the program needed to expand quickly in the 1970's US Secret Service and FBI Agents filled in. It didn't take long for even these veteran Agent's to get bored and tired. Then weapons where left in seat backs, some Agent's fell asleep during flights, all the things that are happening with the newest groups of Marshalls. Yes the stories of drinking and sex also followed the old groups of Sky Marshalls. If it makes any difference every countries teams of Air Marshalls to include Israels had pretty much the same problems. Take any high functioning warriors, put them in jobs that has hours of inaction, followed by hours of non structured down time in some of the biggest party towns in the world, it is going to happen. Probably the best use of the program is with a very small cadre of teams, put on very high risk flights. It's what we had prior to 911, but with out the risk analysis for high risk flights available now. Then there also is the question of how effective they will be against the new types of terrorists they may face.

Omar Mateen’s employer didn’t heed warnings about two other killers

G4S is one of the largest and many consider highly recommend Security Guard Company in the world. So think of what smaller firms are letting people become security guards. At least one firm had a recruiting office just outside a prison release area, hiring these former prisoners as unarmed security guards. Security Guard Companies are in a highly competitive business, with very tight profit margins. This makes finding and keeping guards a constant problem, with companies always looking for new ways to get new people for guards. In the North, companies around Detroit or even Boston are finding that hiring refugees can be a solution for unarmed security guards that are not licensed by the state other than to have the right training certificates, and a perfunctory back ground check, which in some cases is a computer check. Most companies using Security Guard Companies, need to have an assessment of their guard contracts, using an outside or third party company can help insure the validity of the assessments. In the southern border areas the Guard Companies tend to use cheap Mexican Labor, with green cards, at least when being checked. Once again guards not armed do not have real licensing issues, training certified and perhaps a perfunctory computer based back ground check. None of this means that the firm you are using has bad employees, it just means that you should be aware of possible problems.

I think it would be a good idea to wait for more of the story to come out. Reaching for ID while telling the officer you have a weapon is dicey at best. The safety of the officer is in his hands and mind. Moving slowly or preferably not moving at all till the officer is sure of his or her safety is what you should do. Most training for carried weapons states this in one way or another. Undercover officers know dealing in a situation like this is very dangerous, and usually follow all instructions to insure everyone feels safe and in control of the situation.

'Decaffeinated' laws approved by Senators

Mexico is on the verge of making it harder for Public Officials to gain from corruption, very good move. Now the bills are watered down, so the Citizens of Mexico will not see all the streams of income going to public officials, nor the amounts of wealth these officials have amassed since being in pubic office. But there's still a chance that if the right people are in charge of finding corruption, these bills will or could have a very positive effect. Let's hope and wait and see.

A normal practice is to put a small counter charge on the arm of the robot, move it in and drop it near the suspect device, and detonate it. I have used both C-4 and TNT to counter charge a suspect device. It was reported that the shooter, had a bomb near his hiding place. If so the best way to handle it, was with a counter charge. If the counter charge sets off the bomb, it would be a danger to anyone near the bomb.

Mexican Cartel Kidnaps U.S. Citizen in Texas, Sneaks Him Across Border Into Mexico

It would be bad enough if this was a single happening, but it is not, virtually every week this happens. Granted, most are not Citizens of the USA, but they are still kidnapped from Texas and transported into Mexico, many to die there even if the ransoms are paid. The way it often works is to kidnap someone, take them back into the Texas to see if any alarm has been raised. Then they setup the drive back into Mexico, with a simple yet effective method of signals prior to the bridge telling the kidnappers which crossings if any, had a higher level of security for that day. Once across they head straight to an area that they control, to start the very brief negotiations for ransom. It is a dirty little secret that local Mexican Police are often involved with the kidnappers, and the claims of rescue are often just an easy way to get the person back, and give the Police a quote win.

This story has two very pertinent issues, one is that non Drug Associated people have been kidnapped, which flies in the face of all the Cartels do is enforce drug on drug situations leaving innocents alone, we all know this in not true. We have made it through the 4th of July with out a terrorist incident in the USA. I think this is a tribute to our Law Enforcement and Intelligence folks protecting us. Not an easy job, so well done. We need to keep our own personal awareness up, and be a part of the security, which takes all of us to keep up our awareness of what is going on around you. The great part of this awareness skill, is that it will also protect us from all types of criminal activity, and non criminal activity as well, like traffic accidents, or even weather events. But lets focus on criminal activity, to include terrorism. But robberies, rape, purse snatching, and car jacking as well as home invasions. All of these events are proceeded by someone conducting surveillance, for perhaps seconds in the case of a purse snatcher, or days, weeks, months, even years in the case of terrorist attacks. Lets look at what we can do to increase our awareness using a key part of the Marine Corp's Combat Hunter program, and the well done book on the program Left of Bang. To long we have concentrated on reacting to events as they happened, or after they happened. Reactive actions to events in most cases means a lot of the event has happen to include, people are hurt or dead. The most reflective event for this is bombs, all types of bombing from suicide vests, to large truck or car bombs. If we are reactive to a bomb, it has gone off, and most of the damage is done. In the US Secret Service a great deal of time is spent looking for bombs and other devices that could be a danger to our Protectee. This is done for the simple reason, that there is no good reaction to a bomb. The diagram shown, points out some of the pre incident actions an attacker usually take, and in most cases have to take while setting up an attack.

From the History of events like these, this was not going to end well in any case. There is a theory in both military and law enforcement, that it is needed to mount rescue operations as quickly as possible. The theory is based on past events that show letting events take time allows for the attackers to ready for the response, and allows time for the press to set up and gives the attackers maximum publicity. In any case your best chance of survival, is to always identify possible exit points and be ready to move to them if you sense anything out of the norm, or hear something out of the norm. Listen to your instincts and move towards an exit, which may be a window you need to throw a chair through first, this type of plan has to be done each time you enter a crowded room or area. Run, Hide, Fight are the key factors to remember when ever you are out and about. But mentally plan how you will do this. But let's add to this, Run is key and is always the key, Hide is not even a close second, take a look around and look for hiding places, with the mindset that you will still Run when the opportunity presents itself. When hiding remember concealment and cover are both valid for hiding, but concealment is your out of sight but bullets can still hit you, cover is something that will at least slow down bullets or blast effects from a bomb. But remember that Running is still your best move, so as you look around for a hiding place look for a place that will allow you to Run away if the opportunity presents itself. Lastly Fight is the last option, but remember Running is still our primary goal. So if fight is the option you will have to use, look for things you can use to fight with in the background of your mind what can I use to throw or jab with, so the shooter or any attacker will have to flinch throwing off their aim, as you approach, sometimes have others throw things if that's all they think they can do. But remember Running is still the primary goal, so if you can get past them keep moving. Standing still is the way to die, move , always move, even a few feet from the attacker (s) will dramatically improve your chances of survival. Some people will just freeze, do not stop for them, the best chance of getting them to move will be in following you and others as you move, so as hard as it maybe to consider, even a friend needs to be pushed yelled at even but you need to move, most of the time their subconscious will resort to follow you. With people moving it throws the attacker off his plan, and that alone could save lives. Have a safe secure weekend, but please plan to survive. Even it is just the place you sit in a restaurant, bar, or movie theater, look for exits, and your best straight line out of the area, then start moving if your instincts tell you too.
