There are a lot of things in this incident, I do not understand. With that said, this is a bomb squad robot. A normal practice is to put a small counter charge on the arm of the robot, move it in and drop it near the suspect device, and detonate it. I have used both C-4 and TNT to counter charge a suspect device. It was reported that the shooter, had a bomb near his hiding place. If so the best way to handle it, was with a counter charge. If the counter charge sets off the bomb, it would be a danger to anyone near the bomb.
