It would be bad enough if this was a single happening, but it is not, virtually every week this happens. Granted, most are not Citizens of the USA, but they are still kidnapped from Texas and transported into Mexico, many to die there even if the ransoms are paid. The way it often works is to kidnap someone, take them back into the Texas to see if any alarm has been raised. Then they setup the drive back into Mexico, with a simple yet effective method of signals prior to the bridge telling the kidnappers which crossings if any, had a higher level of security for that day. Once across they head straight to an area that they control, to start the very brief negotiations for ransom. It is a dirty little secret that local Mexican Police are often involved with the kidnappers, and the claims of rescue are often just an easy way to get the person back, and give the Police a quote win.
