How Mexican Cartels Prey on Chicago's Chaos

The cartels have been using gangs younger and more violent to both sell and enforce the cartels presence in many Cities around the USA and more and more in other countries. Some of the violence is gang on gang local issues, but most are cartel issues. Like who sells where, and who needs to be brought back into line for enforcement. The Cartels in Chicago had a pair of brothers keeping an eye on things, but they have been arrested it seems. Now there is straight cartel action to gang, often with Cartel hands nearby, but they try and keep a hands off approach. The cartels need to try and dispel the crossover violence tag, and the gangs help them do that, even though they have a lot of other country connections as well. One of the issues with the MS-13 gang seen in the news so much is they leave most of the hierarchy back in the home country, and live on payment received from the gang members in the USA. So of all the gangs MS-13 is the description of crossover violence. In one of the richest counties in the USA MS-13 gang members as young as 14 are both selling in the school and enforcing to the point of killing young students that do not come into line. This is has not happened a lot, but it does not take much to keep other students in line. In the low income housing, which even the richest counties have, the MS-13 is taking over control, of even the adults in many if not most cases. They also recruit from the low income housing. Girls are often turned out for prostitution, even some young mothers, if the members can make a buck off of them. These are all tricks they have learned in their home country as well as in LA, Houston, Dallas, any were they have a working presence. But exploiting the low income house has always been an issue, and high income counties have some of the best low income housing in the US. The gangs in Chicago as violent as they are do not hold a candle to the MS-13 in most cases, but there are out of control gang members everywhere. The Department of Justice backs projects and sometimes just evaluates projects that reduce criminalization in cities. Chicago has a city just outside of it that was once a close second to Chicago, Bentsenville, it has had a reduced crime rate of 85% and has kept crime down for a number of years now. It's project has been studied by major Universities and has been in a lot of papers for how well it has worked. Chicago has sent in some Police to take a look at it, but have really not said much about it, or tried to institute the programs, even though studies of the various versions of the Chicago Crime reduction project have been proven to have failed, even before you look at all the press reports. Some experts have pointed out the many local churches and civic action groups, have received funding from the various project developed by the University of Chicago's Crime reduction program, and even though the project has not had success, it is a way to fund the Churches and Civic Action Groups, and yes the University of Chicago gets funded to monitor and administer the project as well. At this point unfunding these Federal and State grants, would cause to many issues, and could cost to many votes, so all involved just keep throwing good money after bad. It has been pointed out that the existing funding could be kept going and a project that does not need much funding like the one in Bentsenville, could be started, but the existing recipients of the funding still feel threatened by any new project, and if crime did go down then their funding may go down or away as well. This cozy arrangement has worked for the groups being funded for years and even with the death toll in Chicago sky rocketing they are in it for themselves not the city of Chicago.

Drug Cartels Could Defeat Trump’s Wall

There is technology that can detect these tunnels and there are technologies than can be laid along fence or other demarcation lines that can help detect these tunnels as they are being built or as they are being used. One technology is a fiber optic cable that can be buried at one level or multiple levels than can detect tunnels being built and being used. The bigger tunnels use rail type vehicles to move product or people, and detectable by various technologies. I gave a briefing in Israel to their IDF leaders on a number of them and then helped develop a design for ringing the entire Gaza strip with the standing wave fiber optic detection unit. The mining safety group has developed a number of very good technologies to find miners buried underground. The DHS actually has a few tunnels that they test and let vendors test their products, they are old ones found a while ago. Now a built tunnel is harder to find than a tunnel being dug, but even a built tunnel that is being used can be detected. One way is the vibration sensor system one of which is the FFT company that has at least two competitors, one even FFT says has the capability to be a giant leap forward in this technology. Another firm uses the Electrical read of the ground and then looks for any variations to determine if there is movement or tunneling. It was designed for mining, but works better at detecting tunnels being dug, or used by larger metal rail trolleys moving under ground, way under ground. Mine tunnels are often 4 or 5 times as deep as a these drug tunnels, so the technology is readily converted to be used to find smuggler tunnels. An Israel company bought a Canadian vibration sensor company a while ago, they have been advancing along the tunnel detection capability, I am not sure where they are at this time. But I am sure Israel can develop a FFT standing wave fiber optical cable sensor as well. So I doubt that the tunnel issue will be a long term problem, if it even is today. Just think of how the Home Land Security and DARPA folks are sitting there waiting to pounce on these tunnels as they are being developed. If you let them spend the time and money to build them and then US Agents come in and stop them is kind of fun I would think. I have a power point I used to present the state of the art in tunnel detection to the Leaders of the Israel IDF (Israeli Defense Forces.) I wonder how behind the technology curve it is now days.

How the U.S. Triggered a Massacre in Mexico

This is a report all should read just throw away the title. The USA did nothing wrong, and like many times the story gets turned on its head. You can not just leave these drug cartels to continue as they want, look at all the killings and take over of the town before the DEA released to the Mexican Government at any level the information they had to help the Mexican Government stop these vicious Cartel criminals. The US has given investigative leads to the top members of the Mexican Govt. and have found the same documents in the car of a mid level Cartel management guy after he crashed leaving Mexico City on his way to Reynosa a border town controlled in part at that time by the Zetas. This was highly classified information given to the top officials of the Mexican Govt. and a copy of the whole classified report was found in car of a small time Cartel member. It was less than 7 hours since the information was released from the USA to the Mexican Govt. Stop trying to blame the USA for the corruption in the Mexican Govt. The DEA agents did their job, and then shared the information with their counterparts in the Mexican Police, to blame them when the Mexican corruption was the problem is just stupid. Mexico stop blaming others and take back the control of your country. Now watch the Mexico Government will react by stopping any cooperation with the USA counter drug agencies, this is what they feel is taking back control, not getting the information they need to stop the Cartels at all. Just hiding their head in the sand again. Good research for this report, just bad reporting by a misguided reporter, who would rather be a victim of USA investigators than look at what the corruption in the Mexican Government has caused in this Massacre.

Some experts are saying that the profits from these theft of fuel operations are on par with the profits from the drug sales. http://ift.tt/2uz6Jpq Is the actual report that you can down load, probably one of the most interesting is the continued gang and Cartel organizations working together, with the Gangs taking over more and more of the enforcement action for the Cartels, leaving them out of the violence part of the trade a bit more than before. As the report states: (U) One of the most serious issues facing public safety is the relationships developed between gangs and the Mexican cartels. These relationships enhance and widen a gang’s scope of criminal activity. Home invasions, assassinations, and kidnapping are a few examples of the crimes committed by gang members on behalf of cartels. Cartel relationships increase resources and profitability, along with violence, for all criminal parties involved. As these relationships strengthen, so does the threat to public safety. This has been happening for a number of years, and some Cartels have even funded Gang member to move into areas of Texas that they feel the need for more enforcement. One Gang was actually based in California, but proved to be so effective at enforcement that they have moved member into the Texas area with some presence even down to the RGV in Cities like Mission, McAllen, Rio Grand City, and even in the Brownsville area. This also helps the Cartels avoid that charge of crossover violence, since the Gangs are US based. But in reality they are working under the control of the Local Drug Cartels, and conduct, as the report states, Home Invasions, Assassinations and Kidnapping on behalf of the Cartels. They are becoming effective as enforcers both along the Texas Mexico Border, but also through out Texas, with more and more movement into New York, California, Maryland, and as crime analysis's in the Chicago area will tell you enforce most of the drug trade in that windy city. There are still high to mid ranking Cartel Members in all these areas, but they for the most part try and stay out of the day to day violence of the gang enforcers. Another disturbing trend is the handling of Human Trafficking by the Gangs. everything from moving people along the line deeper and deeper into the US, they have been active in sales of individuals to people in the USA and Foreign Countries. They will often use these people first as prostitutes in houses and businesses controlled by the gangs, then move them along into the sale of the slave trade. Taking a cut all the way along the line.

This has been a problem for TSA from the start, the same can be said for the Israel method as well, The study by GAO is trying to but the TSA method in a box, that really does not fit the program. There are problems with the TSA program, but it is more in how they administer it than the clues the program is looking for. They are looking for an arrestable situation, when the best the program can give you are hints that some people need to be screened more than others. For police and security staff CTI teaches a program based more on the Marine Corps Combat Hunter Program, but still uses a lot of the TSA's clues as well. The one thing Mexico tried to protect was the tourism, they spent lots of money on security for these areas, but now even these money making areas are havens for the Cartel killers. Over one thousand eight hundred businesses had to close in and around Acapulco in the past year. Deaths make this one of the most dangerous cities in the world. Even in a world that crime is a business like any other. it seemed that the Goverment of Mexico knew that they needed to protect the tourism business from the Cartel crime business. When looking for insiders, never forget to look at security, with the economy many have not received raises and of promotions in some time, making them critical as far as threatening behaviors. Last year about this time Homeland Security had an insider problem from a mid level manager to his bosses, so no one is off the list, and we all need to be ready to look at anyone around us. Look for the key critical issues, a home life problem, divorces being a big factor, but also economic factors or even deaths in the family. Another critical factor is employment Contracts with employees or businesses can lead to people believing that their jobs are on the line, or another year of no raises in pay. A few years ago an airport in the bread basket of the USA, had a radicalized Jihadist threat, from a 58 year old recent convert to Islam, and the stress was a divorce, and then the buy out of the company he was employed with for years. Apparently in his mind his job was in jeopardy, it was not but in his mind it was. He plotted to blow up a jet bridge leading to a plane with a station wagon packed with explosives. First he needed to get his car and his access control pass upgraded to allow for him to drive onto the Airport AOA. An undercover FBI agent made the explosives for him, (inert) and arrested him as he tried to use his card into the gate for driving on to the airport. He had worked at the airport for over 15 years, so had a lot of inside knowledge. TSA screeners have had over 300 of their ranks become insider threats over the last few years. So as we say, anyone can go bad if the right stress is in place. Police and Security are seeing a lot of stress as some departments are being folded into other departments or done away with all together. Contract Security are facing the same problems, facing more tasks with less manpower and in most cases no pay raises. So look for those fellow employees that are changing in the way they deal with you and others, showing more discontent in both verbal and in their actions of the job they are doing. Divorces, custody of children, new bosses, even new work places can all cause the stress, but is how the employee deals with it that can be the cause for concern. In many cases management is to far away from the problem to notice anything, it will be his or her fellow worker that will notice the change in behavior. Mentioning the changes to management should not be a problem, most companies have processes to deal with these issues, and can do the investigation behind the scenes so no one will notice, including the employee. Or the company or agency can call for outside help.
