Cartel shootout in Mexican border city of Reynosa leaves eight bystander wounded

This is what we all worry about, 8 people just in the wrong area at the wrong time. This drug violence has to stop, loose gunfire from Reynosa can hit American homes and people at any time, and has in the past. Normally as these gun battles heat up in Reynosa and other towns along the border, Cartel leaders and mid level staffing will cross the border to the USA where they often have homes held in the names of family members, and or girlfriends. When they cross the border they do not change their stripes, they continue to be violent individuals who are used to taking what they want. There are restaurants , bars, and clubs that they can operated in with out getting hassled by the local Police, in fact the bouncers in some of the clubs are off duty Police Officers from outlying cities from McAllen, and to some extent Mission. They have been known to arrest people the Cartel folks do not like, if they do not leave when asked. The City Fathers of McAllen keep trying to make 17th street like the high flying an profitable night spots of Austin, but do not seem to realize what everyone else seem to know, that the Cartel's are either co-owners of the clubs or in a few cases full outright owners. One known Cartel member came to at least one McAllen Chamber of Commerce meeting and is rumored to have said to someone, you all know how I am, and now that I have bought the club it will be run different and much safer, since I know how this all works. Young men and women of the valley either know that they are playing a dangerous game at the clubs, others just do not visit the area. Young Adults tend to just not visit the area at all. The word is that you can get in trouble way to easy, and if your girl friend catches the eye of a Cartel member things can go south way to soon. On the other hand if a young man makes a move on one of the Cartel girls, things can get bad very quickly. Back in Reynosa events there can cause dangerous events to happen on the USA side. In one case a Cartel Member was killed in Reynosa early evening , within a few hours a hit team was in a strip joint watching the family member of the Cartel that had killed their mid level leader. When he left the club he was followed and as he approached Mission Tx. on 83 he was shot multiple times by the people following him and he died as the car left the road. Like the 8 people injured in Reynosa in this last shoot out of the Cartels in Reynosa, this car could easily have run into other cars as it veered out of control, when the driver was shot. This type of cross border violence is not covered by our press all that often, not for the reasons that the press do not cover such things on the Mexican side, those press are afraid for their lives. The reasons on our side of the border are the wishes of our City Fathers and larger Businessmen to not show Cartel Operations over here. It is simply bad for business. So keep an eye on what is going on over in Reynosa, at some point it will hit home over here in the USA, it always does.

Some Cities in California are going to install K-rails along pedestrian walking areas to deter vehicles, it all gets confusing but normally a K-Rail is a lower height Jersey Barrier allowing for people to cross over them easier for safety. But both K-Rails can Jersey Barriers can be of different heights. Generally the K-Rail is 32 inches tall, and a Jersey Barrier is 4 feet or 48 inches tall. The key factor would be how they are installed, just a Jersey Barrier or K-Rail can be moved by a large Pickup Truck fairly easily. How long the barriers are can be a big factor as well. In any case at a minimum they are normally installed linked together at the ends, with pins made of rebar. For best effect they can and should be attached to the land they are standing on. How is more a detail of how long they are to be installed.

'13 dead' as van crashes into pedestrians in Barcelona

Information is still coming in, and there is a lot of confusion on the ground. But some reports now are that a bomb went of in a home associated with the attackers, with death and injuries. To add to the confusion, another bomb has gone off at another building associated with this group. It is rumored that both explosions where premature and the cause is not known. Both TATP and HMTD are both peroxide based explosive and very unstable, depending on how and who made them. Just dropping the bomb a foot in the heat they are experiencing over in Spain can make them go off. This is why the bomb makers are held in such high regard, if you have a proven good one, you try and keep them safe. Stand by for more information and clarifications as they become available.

Remember the vast majority of any crime or terrorist action has pre-events leading up to it. For instance a purse snatcher does not just reach out and grab a purse, he takes his time looking for possible police presence, a good quick get away route, somewhere to dump or hand off the purse quickly, all of it. Sometimes in only takes them a few min, to set up for attack, but usually an hour or so. Terrorists can take up to years for the pre-attack planning. If you discover them at any point up to the attack, they will usually break off and look for another target.

As it happens again, in another country we all need to learn from their operations on how we can stop these attacks before they happen. It may sound difficult but is not impossible. in fact with all of us paying attention to what is going on around us it is actually hard for the terrorists to keep operating out in the open. They have to conduct surveillance of the attack sites prior to the attack, they will talk to people in the area to ascertain what level of police or other law enforcement presence is in the area. Once those have started an are ongoing then the proper vehicle needs to be obtained and a test run or two will need to be conducted to make sure the attack is possible. Then and only then will the attack start. In the pre-operational phases the terrorists or even terrorist, will normally never have a weapon, it makes it do difficult in case they are stopped. The people that hang out in these areas, either working or playing will be the best people to detect unusual people hanging around conducting surveillance.

Al Qaeda Publishes Blueprint for Attacks on Key U.S. Transportation Systems

Al Qaeda has just published their next Inspire magazine it focuses on Transportation Systems attack with Subways as a key target. I am sure our subway systems are on high alert, but remember the AQ and ISIS game plan is soft targets, which means any mode of transportation is a target. Hitting subways that go above ground is considered to many a soft target since there are so many miles of track, and out door stations to try and secure. I would also expect bus routes and stations to be prime soft targets as well. In the Rio Grand Valley in Texas there are over 20 vulnerable soft target bus stations, some of the biggest have had TSA risk assessments, but many have not, and it will be up to the local Police and City Fathers to try and bring a higher level of security presence to them. As always the attack would be preceded by surveillance and testing of the security. These are the best times to notice an attack before it happens. Once the attack is launched, we are in a response mode and reacting to the attack. Even a low level Terrorist attack would bring most deaths with in the first minuets of the attack, and any response will for the most part be too late. Remember during the surveillance pre attack events, just having random police patrols drive by transportation stations like train and bus stations, could well be all that is needed. They the Terrorist want the attack to be effective, and Police patrols can make all the difference. If there is any chance they have been detected most terrorist cells will break off the target an go look for another one. Since the Police can not be everywhere you and I could be the difference between a successful attack and not. Keep your eyes open for people that look out of place, just looking around with no purpose. Never Split the Difference: Negotiating As If Your Life Depended On It

While teaching a bomb class for ESI this weekend, I brought up this book as one EP folks need to read. It deals with everything from dealing with your family, dealing with a client and dealing with a terrorist. Mr. Voss was an FBI Hostage negotiator, has taken his skills into the Business arena helping companies develop contract negotiations skills among others. He also teaches business courses for a University in California. This is a book that is in my must read category. By the way Chris is featured in a film called Expect the Unexpected, and video on Kidnapping. The video features Kidnapping from four aspects, I cover one Chris covers another, with former members of the CIA and DOD covering the final two. Sorry the sale on the book at Kindle is over, but it is still well worth the cost.

Is this a threat, yes, are most of the videos showing the damage true, no. I think the drone being sucked into an engine of a jet would do as much or more damage to the plane. Drones have payload problems, the math of how much a drone can carry vs how long it can fly , or at what speed are the factors that make a drone such a problem as a attack threat. Still watch what this guy has been doing, he is doing his surveillance prior to the attack, which makes his planning something to think about.

PHOTOS: Mexican Drug Cartel Training Camp Discovered near Texas Border

Another great report by Breitbart , this is probably visible from the US side of the border either by drones, tethered blimps or even helicopters fitted with long range surveillance. I do hope we had been watching, to get the pictures of people vehicles and training would be very valuable. I remember a Hamas training camp in the Gaza Strip the IDF sort of left it alone and just kept an eye on it primarily by a tethered blimp, with some really great cameras. One of the great uses of this information is that it makes it easier to find other training camps like it. Mark up one for the Mexican Authorities and a negative for the bad guys, lets keep it up. By the way if it proved worth it they could have kept Satellite Watch on this for weeks even months.

TSA video reveals 'layers of security' at airports

TSA did a great job with this video, and it could prove a great detriment to bad guys watching it, and wondering how they can make it through. I know I will hear stories today on how TSA missed this or that, but most of the time it was a simple momentary hiccup either by staff or equipment. How any bad guy and or terrorist could plan on waiting around for one of those hiccups it just not good business. The Terrorist needs to find a weakness that they can exploit and plan for, and those are getting harder and harder to come by. Which is why the new Terrorist training material tends to look for soft spots, before many of these layers are engaged. Still the K-9's and the VIPR teams could at anytime find a bad guy and or terrorist trying to plan an attack in these areas, not to mention the Intelligence arm, and last but increasingly more important is you and I keeping a look out for the bad guys, we are the first and last layer of security, thanks for keeping me safer.

Hikvision Security Code Cracked

This is I hope this is the final stake in the heart of this Company. But is also shows that if a product is made to be controlled by the Vendor even long after the sale, then that same back door is much easier to comprise. This vendor has been on the bad guy list for a number of years now, but it does not mean other camera vendors do not have vulnerabilities as well. Try and never put your camera system if you have internet access on the same router as the network you use for emails and business. In designing large networked camera systems CTI always tries to keep the video system away from other networks, as much as possible we try and make the network hard wired to reduce the wireless threat. If designing a system during build out or planning hopefully, use hard wired systems as much as possible. We even try and put into the design that everywhere a possible camera could be placed or an access control device, even a contact could be place find a place to install a router, hard wired if possible with in 200 feet, this allows for routing wires up and down in the wall and still be with in the 300 foot range for IP wired devices. If possible use fiber optic cable to a point within two router jumps of the final IP device, two router jumps is about as far as you want to push the IP signal.

Police: Man Attempts To Kidnap Student On UC Irvine Campus

These reports of attacks need to get out as soon as possible, we need to be able to notify as many possible victims as we can as well as get every set of eyes and ears out there tuned to this threat. As in any attack the more defined information we can get the better. After I post this I will add to RAV 4 pictures in the comments, one many do not have in their minds eye what one looks like and two RAV 4s come in some very different types of blue. It took me all of 7 seconds to google Blue RAV 4s to come up with them, a good friend of mine Marshall McClain of LA, by the way a friend I have never met got this out as quickly as he could and hopefully before this guy strikes again. Some would say the RAV 4 should have never been released, but that is an argument for later, it is out there now, and may help. I can and have argued both sides or the issue, but I am a paid consultant, and often have to back the side of my clients, and there are good arguments both ways. Thanks again Marshall McClain.

Another case of insider threats being our biggest vulnerability. I am not sure what he did for US Presidential Protection, but if only takes a 1/4 of a second to drop a listening device, so everyone always needs to be on guard for this type of threat. Keep your eyes open to all types of threats, it is our biggest security advantage. In one country I worked in, the local next to me noticed that a person dressed as a telephone repairmen had worked with him in the Police before. A couple of questions of protection agents in the room gave us the area he was working in. The device was in the phone jack he (repaired) replaced. Always keep your eyes open, it can happen in an instant.

WikiLeaks Releases Docs on 'Dumbo' CIA Tool Allowing Control of Webcams

This is interesting, but I have to say an FBI Cyber Crimes Agent did this to me as a test to show meeting participants how easy it was to take over you Webcams. He did not require any USB device, just an email with a surveillance wrapper he picked off the internet for free as he was telling the meeting what he was going to do to me. Once I opened the email, but the way it was the one we all get during the Christmas season, you know the one of Santa coming down the chimney? By the time Santa made it down the chimney the first time, the FBI Agent had my web cam, as well as total control remotely of the computer I was using. Many cheap webcams you buy have an option to upgrade the firmware. If you chose this option, it checks with a Chinese operated web site, and downloads the firmware upgrade and also gives the Chinese complete access to your web cam, as well as your network passwords among other security issues. Still this is a great read and just one more WikiLeaks release of mostly stuff the CIA got themselves off the internet, and just added to their tool box. Good stuff in many cases if you are going hack someones system, but for the most part you can find the same stuff on the internet for free, and or pay for it. Or Just go to the dark web and find even better stuff. The bad news is virtually every Government out there has better stuff, to include the Chinese, the Russians, and yes the USA.

Disguised Weapons

Disguised Weapons are becoming more and more of a problem to law enforcement officers and agents, but also to just bar room fights. One, try and be aware of someone ready to use a disguised weapon. They will subconsciously protect the weapon and check the weapon fairly regularly. It is one of the ways we can get a heads up on a possible confrontational situation. Or as a friend of mine would state an aggressive mind set. Someone at a bar with a knife they carry for work, to open boxes with and such, will not deal with it subconsciously the same way a person carrying a sharpened credit card will. It is the mind set of aggression that is key, even a person that is just ready to fight, looking for swing or kick room, will usually show it in some type of aggression mind set, that will move to actual physical changes.

These are getting a lot of Press these days, one they rarely have anything to do with potato, other that the size and heft of the bomb, two they can actually kill you, not probably but possibly. The ones reportedly seen and used on the border of the USA and Mexico, have been in Matamoros and just south of Reynosa. Made up of late is using a popper like used at weddings and birthday parties, with flash or other more fire than explosive content, but with nails even paper clips in the mix they can be come very dangerous. The main charge just needs to be able to be set off with the popper. Put the whole deal in a plastic lunch bag carefully wrap it with tin foil and it is ready to go. Think of a medium sized fire cracker with metal, that can be detonated by throwing it on the ground or something solid and you have the "Potato Bomb" it sounds much sexier in Spanish. Some Police and all airport security have been briefed on the device. It will cause a lot of panic since it will have a loud bang and smoke, with quite possible fragmentation injuries from what ever metal is in the bag. If you come across one handle with caution, even squeezing it can cause it to go off. One added issue, with the heat we have been facing down here in the valley any friction can set them off, like just pulling it out of your pocket, more that a few premature blasts have happen as of late. Apparently there are at least two crews making these, and the same crews are making low powered hand grenades, out of old either training or dismantled grenade bodies. This has been happening for a number of years now, and is rapidly getting worse. On the dark web now days you can get gigs of information on the dollar, or bitcoin. It is rumored that a lot of low level total clearance packages downloaded from the OPM hack of our clearance data base are for sale for less than a hundred dollars per 100 clearance package. So not only the the Governments have access to this data, but so do the Cartels and other criminal elements. great stuff for blackmail and extortion even when a persons government and or government contracts are over. These hackers even try and claim a legitimacy for their work, saying they are just a smaller version of Wikileaks.

Bypassing locking mechanisms of a smart gun with $15 worth of magnets

These are very dangerous to the owner more than the bad guy you can be shooting at. It goes through some of the problems a shooter can face, but there are so many possible problems from everything from power lines, to any other natural interference, that I would say there is more a chance it will not fire than fire. If anyone has dealt with low power RF receivers, know it is not hard to burn them out with a nearby heavy hit of RF. If you have any spark transmitter like a hand held shock device, I have two in pens that if I touch your gun or you holding the weapon will stop them from working. in most cases. If a cab driver passes you and hits the transmit button on his 25 watt or so radio, and often even a 5 watt radio.
