Inside a secret 2014 list of hundreds of L.A. deputies with histories of misconduct

This is putting a very bad reputation on a Sheriff's department that also act's as police departments for local cities in LA County. I have interviewed Sheriff Baca for a study about a year before he was forced out. He came across as a good man and excellent law enforcement leader, and even though I have interviewed many folks that are later convicted of crimes, it can be tough to tell from a general administrative interview. As a rule about 5% of any group will have criminal tendencies, this even includes Priests. The key is for the 95% to keep an eye on the 5%. And as you walk into any situation the 5% rule should always be in the back of your mind. Keep aware of what is going on around you at all times
